Research On The Construction Of Russian Cyberspace Combat Forces

The extensive application and deep integration of information technology in all aspects of society has brought the world into an information era,profound changes in intelligence acquisition have given birth to cyberspace.Cyberspace has become the fifth battlefield after land,sea,air,and outer space,and has gradually become a new stage for information confrontation in various domains,including military.At present,the world's major powers are actively seizing the strategic commanding heights of cyberspace.The cyberspace operation unit has become a new type of force that countries are striving to build in the new era.Thus,its construction has also become the main focus of development in the political and military realms in all countries.After the disintegration of the Soviet Union,Russia faced practical problems such as economic depression and relatively backward military,so it turned its development target to the construction of cyberspace operation force,and gradually accelerated its process.Materials of the thesis are mainly from two sources: authoritative documents,speeches of the military and political leaders,and official news in Russian Federation;governments' investigation reports and official media reports in some Western countries.In the following chapter,a comprehensive research has been conducted on Russia cyberspace operation system in terms of strategic planning documents(Chapter 1),the construction process(Chapter 2),the actual operation course(Chapter 3),and the future trend(Chapter 4).In chapter 1,the thesis has selected 21 national strategic documents,13 federal legal documents,18 presidential decrees,13 government resolutions,and 6 departmental regulations that Russia has issued in cyberspace since 1993.The author summarizes the main content of the strategic regulatory documents and puts emphasis on the representative documents among them.Research shows that Russia has claimed the importance of cyberspace and established a systematic policy for its operation force construction.In chapter 2,based on the study of Russia Military Reforms and the doctrine of “hybrid mode warfare”,the author conducts in-depth study on various measures during construction process.To sum up,Russia has established the cyberspace operation system based on government administrative departments,armed forces and civil organizations,which is a government-led,military-supported,and civilian-coordinated system at the national level.In chapter 3,the author selects typical cyberspace operations cases led by Russia after consulting to various documents on cyberspace operations and western media reports for intensive study about their operation strategies and procedures.It indicates that Russian cyberspace operations have increasingly presented the strategic leadership,tactical flexibility,and diverse tactics,which is highly cooperative with conventional forces.In chapter 4,this part explores the history and latest trends of Russia's cyberspace combat force construction.It is predicted that more specific policies and regulations will be issued for the construction of the national cyberspace force with the systemization of national cyber combat and defense capabilities and normalization of actual combat exercises.The cyberspace operation force plays a vital role in protecting cyber security,safeguarding national sovereignty and defending national right to speak on the international stage.Russia's cyberspace operation force can effectively act in political and military struggles with foreign countries.The author aims to objectively present the construction process and prominent features of Russia cyberspace operation force from multiple perspectives,try to explore the trend of its future development,and provide implications for China's force construction in relevant domains.
