A Report On The Translation Of FCC Cyber Security Planning Guide

This report is an English-Chinese translation practice report.The source text is a Cyber Security Planning Guide that issued by Federal Communications Commission of the United States(hereinafter referred to as the Guide),and targets its goal of guiding small business in America to improve their cyber security as to prevent cyber attacks.With 18,985 English words in total,the Guide includes 14 sections introducing network security,website security,email and facility security,etc.The author has confirmed that there is no Chinese translation version of the Guide,and selected section 1 to section 8(10,688words in total)to translate into Chinese.With the rapid development of global science and technology,start-up industries like internet are increasingly covering every aspect of our daily lives.At the same time,cyber security has become a serious issue and aroused highly attention of governments and organizations in many countries.In recent years,China has cooperated with the United States at the level of government and business to deal with cyber crimes since the United States has substantial capabilities in the area thanks to its advanced technology.Hence,translating this Guide can provide a reference to the professionals of internet security in our country,including managers of small business,government agencies and rule-makers of related industries.Also,it is a test to my translation skills.In this report,based on the guidance of Newmark’s Text Typology Theory,the author flexibly uses semantic translation and communicative translation strategy to solve practical issues in the translation.The report contains 4 parts in total.The description of the task,background information and meaning of the task are introduced in the preliminary part.The second part gives a detailed description about the translation process,including schedule planning,pre-translation preparation and post-translation quality controls.While the third part elaborates Newmark’s Text Typology Theory and the criteria of its classifications of text as well as the corresponding translation strategies of each types.Typical cases that found in translation process are analyzed in the fourth part,the most important part of this report.Newmark’s two translation strategies—semantic translation and communicative translation—are used solely or conjunctively to solve specific issues,for example,the translation of terminologies,proper names,verb-object construction in subtitles,modal verbs and complex sentences.This practical report shows that translators should be equipped with a variety of comprehensive qualities and has solid language foundations of both English and Chinese.Meanwhile,in order to translate interdisciplinary text,translators should search for a large amount of materials to accumulate knowledge in relevant fields,understand the meaning of the source text correctly and convey messages of the source text precisely,as well as make the translation text get closer to the target readers.
