In 1946,the war ravaged Soviet Union broke out a major natural disaster and suffered a serious crop failure.At the same time,the government strengthened the control of collective farms and implemented a rigorous grain purchase plan,which led to a serious famine in the Soviet Union.The peasants’ grain was expropriated,the urban residents were short of food rationing,a large number of children starved to death and died,and the lives of the people were miserable.As a result,the spread of disease and plague,farmers’ slow down,escaping from farms、theft、 robbery and other crimes have seriously affected social stability and economic development.The Soviet government should take the people as the base,support agriculture,but in the context of the cold war,the high level of the Soviet Communist Party continued to adhere to the policy of heavy industry priority development,not only do not actively save the agriculture,but increase the grain purchase and the people to seize the grain,carry out the money reform and increase the income tax,and take the "resistance" to the people’s famine.The measures taken to suppress and coercive migration have aggravated the sufferings of the people.On the contrary,some local governments carried out the policy of producing to the group as well as the charities of the Red Cross of the Soviet Union,and tried to carry out the rescue work and played a positive role in alleviating the famine.Based on the background and causes of the great famine from 1946 to 1947,the manifestations and consequences of the famine,and the discussion of the domestic parties’ response to the famine,the whole process of the event is roughly combed.The author thinks that the man-made agricultural policy of the Soviet Union is the main cause of famine.
