Research On The Problems And Countermeasures Of Public Medical Resources Allocation In Ziliujing District, Zigong City

In recent years,with the acceleration of urbanization and improved living standards in Ziliujing DistrictofZigongCity,as well as the population aging,higher requirements are put forward for the quantity and quality of public medical resources.Therefore,how to optimize the allocation of public medical resources to make it match with the people's health needsand improve people's satisfactionon the one hand,adapt to the level of economic and social development,promote the sound development of health care and medical serviceson the other hand,has become an important subject in the field of government public management.The research scope of this paper is Ziliujing Districtof Zigong City.Methods of literaturereview,data analysis and questionnaire survey are used.With the combination with the relevant theories of public medical resources and its allocation,problems in the allocation of public medical resources in Ziliujing District are sorted out on the basis of investigation and analysis of the current situation of the allocation of public medical resources.The problems are as follows: the unreasonable layout of medical institutions,the unclear functional localization of medical institutions in districts and the small scale of grassroots medical institutions,the insufficiency of per capital and total hold of resources,the phenomenon of idle resources still exists,short of human resources,the excessive concentration of human resource,finance and materials in large-scale medical institutionsas well as the insufficient financial investment.This paper is written on the basis of current situation of medical resources in Ziliujing District after calculating data and analyzing problems,which follows principles of the balanced distribution of service,effective use of resources,reasonable layout of medical institutions.Suggestions used to optimize the allocation of public medical resources in Ziliujing District are put forward in this paper.Methods such as layout adjusting,hierarchy perfecting,stock integrating,informatization level improving and so on are suggested.At the same time,measures such as policy issuing for talents introducing and retaining,improving health financing structureare suggested to be taken to form a scientific and reasonable pattern of health care and medical resources allocation and to improve service capacity and resource utilization efficiency of public medical resource.From the perspective of public management,this paper analyzes the data related to the allocation of public medical resources in Ziliujing District,verifies the impact of such important factors on the allocation of public medical resources,and puts forward suggestions for solving problems based on the theories of public management,all of the above have certain reference value for the development planning of medical and health undertakings in Ziliujing district.
