China's health system is multi-level,grass-roots health work is the most basic level,playing a net bottom role.The development of grass-roots Health Service is directly related to the immediate interests of the majority of residents,the realization of China's economic and Social Development Goals,and the implementation of rural revitalization strategy.In the report of the 19 th National Congress of the CPC,People's health is the foundation of national prosperity and prosperity.Wang Hesheng,vice-director of the National Health Commission,said during the 2019 key work deployment that the standardization of primary-level medical institutions should be continuously promoted,and put forward the construction of the talent team and the optimization of the personnel structure as the key points.Thus,health human resources are the primary resources in the field of health and the source power for the sustainable development of health undertakings,the quality of health human resources directly affects the implementation of national policies,the health of farmers can be effectively guaranteed,the provision of health services can be met,and so on.Therefore,the reasonable allocation of health human resources is very important,which determines the development of primary health care and the progress of health care.Now,with the expansion of the scope of the new rural cooperative medical scheme,medical resources have sunk.Quite a number of patients have returned to primary medical institutions.The development of primary medical institutions has ushered in a spring,but in the face of opportunities,they can not seize them,the lack of attention to the management of health human resources has led to the "urban-rural dualism" of medical resources.Limited health resources are concentrated in big cities and hospitals.As a result,the contradiction between the service level of primary medical institutions and the People's urgent desire to improve the medical environment is prominent,and there is no ability to cope with people's demand for medical treatment.Patients are transferred to large hospitals for medical treatment,aggravated a series of problems such as "difficult to see a doctor" and "expensive to see a doctor";therefore,to improve the health human resources situation in primary medical institutions,to improve theservice level of primary-level medical institutions,promote the stable development of primary-level medical institutions,realize "minor diseases enter communities,major diseases enter hospitals," and give full play to the efficacy of medical resources,providing people with better and more convenient medical care plays a key role.Through consulting and studying the related literature about the reform process and its influencing factors of the development of primary medical institutions in China,in addition,the relevant research on the allocation of human resources in village clinics throughout the country and in some other provinces,cities and regions was sorted out,it was found that there were some problems such as insufficient quantity,low overall quality and unreasonable structure in each province,and the overall quantity and quality of health human resources in the eastern region was better than that of the Midwestern Sectional Figure Skating Championships Although Hebei is located in the East and central region,the total amount of primary health care resources is lower than the national average level,and compared with the surrounding 5 provinces,it is also at a lower level.Based on the statistical analysis of the relevant data of the rural primary medical personnel in Shijiazhuang high-tech zone,this paper applies the human capital theory,takes the public product theory as the angle of view,and combines the interview contents of the relevant personnel in charge,based on the analysis of the allocation of health human resources and its influencing factors,some suggestions were put forward to optimize the allocation of health human resources.From the results of the study,the main factors that restrict the sustainable development of primary health care and the improvement of its service level are the irrational allocation structure of health human resources,the imperfect incentive measures and the low service efficiency in the rural primary health care institutions in Shijiazhuang high-tech zone,according to the current situation of human resource allocation of primary health care institutions in high-tech zones,this paper proposes that in order to further improve human resource allocation,a government intervention mechanism should be established under the Macroeconomic regulation and control of the government,we will stabilize the medical and health personnel ranks,guide planning rationally,strengthen the construction of various mechanisms,and promote the flow of medical and health human resources to the grass-rootslevel.We will establish flexible personnel flow mechanisms and other measures,and improve the graded diagnosis and treatment mechanism,improve the vitality of primary medical institutions and promote the stability and development of primary medical and health personnel.
