Research On The Implementation Effect Of Medical Service Price Reform In Public Hospitals In XA City

The report of the 19 th National Congress of the Communist Party of China calls for deepening the reform of the medical and health care system;improving the basic medical and health care system with Chinese characteristics,the medical security system and the modern hospital management system,abolishing the practice of covering hospital expenses with medicine revenue;and improving the drug supply guarantee system.To further advance the reform of medical service price in urban public hospitals,multiple departments of Shaanxi Province jointly issued the Reform Plan of Medical Service Price in Urban Public Hospitals of Shaanxi Province,in which the policy of drug additions in urban public hospitals is abolished from April 1,2017 and there was zero drug additions.Since then,the channels of hospital services compensation have been adjusted to two channels,i.e.medical service charge and government subsidy,from three channels,i.e.medical service charge,drug additions income and government subsidies.To implement the spirit of deepening the reform of the medical and health system and further promote the reform of medical service prices in urban public hospitals,multiple departments of XA city of Shaanxi Province jointly issued the Reform,in which the policy of drug additions in urban public hospitals is abolished from April 1,2017.Hospital drugs are sold at a zero-margin rate,while reforms are being implemented to increase or decrease the price of medical services.The reform of medical service price concerns the national economy and people's livelihood.Under the background of the reform of public hospitals,this paper makes an in-depth analysis on the reform of medical service price.Through the domestic and foreign literature research and starting from the actual work,this paper analyzes the bad performance in the reform of medical service prices and puts forward some countermeasures for the improvement of the reform of medical service prices in public hospitals in XA on the basis of the price monitoring report data of many municipal public hospitals in XA.The main contents include the following aspects.Firstly,the related concepts and related theories are summarized.Secondly,the reform courses of the medical service price in China and medical service price of publichospitals in XA are sorted out.Thirdly,by investigating and interviewing the implementation of price reform in urban public hospitals at Level 2 or above in XA,and by employing the monitoring data of medical income before and after price changes,the research on patients and hospital interviews are conducted in terms of the implementation effect,and the problems faced by hospitals after price reform of medical services are analyzed.Fourthly,the experiences of foreign medical service price reform are summarized.Fifthly,the countermeasures for improving the price reform are put forward: Price departments should improve the dynamic adjustment mechanism of prices,and regarding how financial support should be arranged and adjusted,and medical insurance institutions,as third-party payment institutions,should reasonably control the rise in medical expenses after the prices of drugs fall;Hospitals should compensate for the loss of income caused by the cancellation of drug addition by reasonably standardizing the charging behavior of medical services,standardizing cost management;Patients should resort to medical treatment rationally to alleviate contradictions and problems such as difficulty in seeing a doctor.Through the above ways and measures to Promoting Public Hospitals to Serve People's Health Better.
