With the continuous implementation of the relevant policies of the new medical reform,private hospitals are not only an important part of the medical market,but also play a role of competitive development in the medical market in the process of building the medical service system.At the same time,with the constant changes in the market,the traditional budget management model of private hospitals has gradually failed to meet the requirements of hospital development and market changes.Therefore,it is an important problem that private hospitals must solve to construct a new budget management model,reduce hospital operating costs,optimize the allocation of limited resources,improve the quality of medical services and enhance hospital core competitiveness.As an advanced budget management concept,beyond budget has achieved good results in the application of foreign enterprises.Beyond the budget theory,we attach importance to rapid response to changes in market demand and uncertain factors in the external operating environment,establish a sustainable development-oriented operating system,and advocate radical enterprise organization flattening and decentralization.This dynamic and flexible management concept can make up for the shortcomings of traditional budget management,meet the needs of the internal and external environment of the enterprise for budget management,and help to improve the management efficiency of the enterprise.This article takes S Hospital as the research object,and begins with a description of the research background and significance,the current situation at home and abroad,and the research ideas and methods.The second chapter expounds the budget management mode of private hospitals and the basic theory and advantages of exceeding the budget.The third chapter takes S Hospital as an example to explain its current budget management mode and analyze its existing problems.The fourth chapter first analyzes the applicability of the use of S hospital beyond budget management,then constructs the budget management system of S hospital through rolling budget,balanced scorecard,benchmarking and other methods.The fifth chapter focuses on the safeguard mechanism of exceeding budget in S hospital.Starting from the characteristics of private hospitals and combining with the characteristics of exceeding the budget theory,this paper constructs an effective budget management system in S hospitals,hoping to find the best budget management mode for private hospitals through this study,enrich and expand the relevant research on the application of exceeding the budget in private hospitals to a certain extent,and play a certain reference and reference role for perfecting the application of exceeding the budget in this industry.
