With the deepening of China’s new health care reform, a large number of private hospitals established by social capital and foreign cooperation are developing and expanding rapidly. As the supplement of public hospitals, most of private hospitals are given priority to with specialized subject characteristic. They have formed unique style of private hospitals and public hospitals close, and even appear listed medical group. With the constant improvement of China’s market economic system and the development of private economy, the development of the market economic law in the medical industry and management plays a more and more important role. Internal and external environment of private hospitals facing have great changes. In the face of fierce competition in medical market, How to strengthen the overall budget management, thereby reducing the cost of hospital operations, optimal allocation of limited resources to improve the quality of health care services, to enhance the core competitiveness of the hospital, take the "high quality, low cost, efficient" quality and efficiency of development path.These problems become the importance of the issue which private hospitals management attaches.This paper takes the methods of case study, the empirical and assessment index, with private Southern Hospital of Guangdong province as an example. It analyzing present situation and existing problems in the private hospitals comprehensive budget management. Through the analysis, it put forward effective countermeasures to promote the hospital comprehensive budget management system by making practice in the hospital comprehensive budget management.In this paper, we study concluded that comprehensive budget management as a management methods applies in the internal management of Southern Hospital and it is improved. It achieves the effect of budget management by the budget of the principle, content, organization, process and methods, analysis and assessment of implement.This article’s main contribution is to improve comprehensive budget management of Southern Hospital as an instance study. It has the reference value and practical significance for the developing private medical institutions and companies which are going to invest in the medical market.
