With the development of China’s market economic system and the deepening of medical and health system reform,China’s private hospitals have developed and grown rapidly under the promotion of the "new medical reform" policy,and become a powerful supplement to public hospitals.Among them,some private hospitals have formed unique specialty characteristics,some private hospitals have strong comprehensive strength and operation scale,and even appear listed medical groups,forming a close match with public hospitals.At the same time,a series of medical policies that benefit the people,such as the hierarchical diagnosis and treatment system,expanding the scope of medical insurance,canceling the addition of drugs and health consumables in public hospitals,have also formed new pressure and challenges for private hospitals in China in recent years,and the market competition in the medical and health industry is increasingly intensified.Facing the increasingly fierce market competition in the medical and health industry,how to strengthen the overall budget management,optimize the allocation of resources,reduce operating costs,has become an increasingly important issue.In this paper,literature research method,case study method,field discussion,key index method and other methods were used to analyze the current situation and problems of YS hospital’s comprehensive budget management,and put forward effective improvement.This study,the comprehensive budget management,introduced the balanced scorecard,applied to private YS hospital operation management,the hospital comprehensive improvement and perfection of the hospital’s comprehensive budget management establishment,execution,supervision,analysis,evaluation,etc was improved,YS will be the implementation of hospital comprehensive budget management and running play a good role,so as to enhance the level of hospital operation management and comprehensive strength,realize the goal of strategic management.This paper uses the balanced scorecard to study the theoretical improvement of comprehensive budget management of private YS hospitals,which has reference value and practical significance for the developing private hospitals.
