The pastoral areas in Inner Mongolia are not only the border areas of China,but also the areas where the Mongolian people live in compact communities.Since the implementation of the policy of "double package of grass and livestock",the pastoral areas in Inner Mongolia have seen an increase in the individual independence of the herdsmen,an increase in the production enthusiasm of the herdsmen,and an increase in the vitality of the economic development of the pastoral areas.This situation also shows that the production mode of Inner Mongolia pastoral areas is gradually changing from "nomadic economy" to "small animal husbandry economy".The mutually beneficial cooperation that accompanied the original "nomadic economy" has changed,and the herders who lost the support of their neighbors and the protection of their partners have become the most vulnerable groups in this era of rapid market economy.Even because it is impossible to realize the rotation of grazing in four seasons,the growth capacity of grassland decreases,the investment of herdsmen in animal husbandry increases year by year,and the economic life pressure of herdsmen is increasing,which reflects the vulnerability of"small animal husbandry economy" in the tide of market economy.The sustainable development of pastoral areas is facing severe challenges.The study based on the concept of autonomous governance and pond autonomous governance theory,with the H village as the research site,using the field investigation and study,the system and expounds the process of changing the way of using H village pasture and accessory change process,analyzes the H village facing difficulties and the reasons,explore the sustainable development of pastoral areas in the process of facing the problems and root and thorough solution.Grassland is an indispensable basic condition for the herdsmen to live on,and it belongs to the public resources of the herdsmen area.Based on the self-governance theory of public pond,the author believes that the people who master the "grassland resources"--the "herdsmen" use their autonomy and autonomous wisdom to design and formulate the correct grassland utilization methods in line with the characteristics of the grassland resources and the needs of the herdsmen,which is also the key to solve the problem of pastoral areas.This study attempts to put forward a new perspective to solve the problem of pastoral areas,which shows that it is of practical significance to the sustainable development of pastoral areas and the realization of the development goals of new pastoral areas.
