Research On The "clean Water Fishery" Problem Of Qiaodun Reservoir In Cangnan County

in his report to the 19 th national congress of the communist party of China(CPC),general secretary xi jinping pointed out :that we must establish and practice the concept that clear waters and green mountains are mountains of gold and silver,adhere to the basic state policy of conserving resources and protecting the environment,and treat the ecological environment as we treat life.As early as 2013,the fourth plenary session of the 13 th session of the zhejiang provincial committee of the communist party of China(CPC)proposed that the government should treat sewage,flood control,drainage,water supply and water conservation as the breakthrough points to force economic transformation and upgrading,and promote the construction of green mountains and clear water.Protecting the ecological environment is a basic state policy of our country and an inevitable requirement for building a beautiful China.It is also the practice of the "two-mountain theory" put forward by general secretary xi jinping in cangnan.This article chooses the sample-reservoir,piers is cangnan county and its surrounding villages and towns of more than 50 people’s drinking water source,with the increase of area population and economic development,reservoir of piers due to the upstream discharge waste water and the development of tourism economy bring tourists to soar,wantonly stolen,reservoir fish fishing behavior caused by the reservoir water quality deteriorate,etc.With the arrival of the dry season in the reservoir area,the rising temperature brings the possibility of cyanobacteria bloom,which often causes serious damage to the water quality of the reservoir.For this reason,the bridge pier reservoir has used alum and other measures to prevent the bloom of cyanobacteria,but the overall effect is not optimistic,not sustainable and stable.In order to establish an effective way to protect and improve the water environment of qiaodun reservoir,starting from 2010,qiaodun reservoir management office commissioned zhejiang province freshwater fishery research water to work out the five-year development plan of "clean water fishery" of qiaodun reservoir,and selected wenzhou yulong lake ecological agriculture development co.,ltd.as a private enterprise as a partner,responsible for the implementation.Through several years of efforts,the project to clean water with fish has achieved initial results.The water quality has changed from the original four types of water to the stable two types of water,in line with the safety standards for the public to drink.During the implementation of clean water fishery by cangnan environmental protection bureau,the water quality of the reservoir is continuously tested dynamically every 4 hours.Qiaodun reservoir is also rated as the most beautiful reservoir in zhejiang province in 2020 due to its excellent water quality.The actual bearer of clean water fishery project of qiaodun reservoir is wenzhou yulong lake company,a private enterprise.As the main body of water management in qiaodun reservoir,private enterprises have their inherent advantages,but there are also many difficulties and management risks.Lack of law enforcement,for frequent theft,fishing and other destructive behavior helpless;The overall control planning and investment of the reservoir area lag behind,affecting the long-term effect of clean water.The contradiction between the urgent need of economic development and water quality protection;The ecological compensation mechanism has not been established,and the public lacks initiative in the protection of water resources.Flood discharge in flood season leads to the loss of a large number of fish in the reservoir,which is easy to destroy the ecological balance of the reservoir and other problems,resulting in the unstable water quality of the reservoir.In this paper,the author through the effective model of reservoir management at home and abroad,especially domestic has effective pattern carries on the analysis comparison,find out the commonness and difference of reservoir water governance,piers and draw lessons from the successful experience,of bridge pier reservoir in recent years "clean water fishery" protection of water resources and the way to solve the problem existing in study,through the analysis of practice found that the problem,and according to the reservoir of piers,put forward the way to solve,a few big ideas respectively path: change management ideas,enhance the effective strength of management;Publicity path: strengthen publicity and education,create a common concept of water protection;Path of rule of law: clean and protect water according to law,and adopt legal management system;Win-win path: support and supervise each other to build a win-win mechanism of ecological economy;Long-term path: to promote the development of ecological economy and establish a long-term mechanism of ecological compensation.Through research to find solutions to the current problems of clean water fishery in qiaodun reservoir,and to establish a scientific model of clean water,to ensure the long-term stability and safety of the water quality of the reservoir,to solve the drinking water problem of cangnan people,and to promote the development of tourism economy,so as to truly implement the "two mountains theory" in cangnan practice and exploration.
