Research On The Benefits Of Replacing Coal With Gas And Electricity In Sichuan Province Under The Goal Of Green Development

At the Nineteenth National Congress of the Communist Party of China,General Secretary Xi Jinping pointed out that we must establish a socialist concept of ecological eivilization,Promote the revolution of energy production and eonsumption,and build a clean and safe energy system.As an important energy supply base in China,the development and utilization of energy has made tremendous contributions to economic growth.However,with the rapid progress of industrialization and urbanization,excessive energy consumption has also caused serious environmental problems.Promoting green development and ensuring energy security are the inevitable policy orientation of sustainable economic development.Through the research of many scholars,it is found that actively promoting clean energy substitution and building low-carbon energy system are effective measures to overcome the shortcomings of energy development and improve the environmental quality in Sichuan.With the advantages of resources endowment,cultivating natural gas and electricity as the main alternative energy is an important way to achieve green development.Under this background,the current situation of energy structure in Sichuan Province is grasped from three aspects:reserves,production and consumption,the situation of energy development and utilization in Sichuan Province is clarified,and the characteristics and existing problems of energy structure in Sichuan Province are found out.Secondly,the data envelopment analysis method and comprehensive index measurement method are used to measure the green development efficiency and the level of replacing coal by gas and electricity in Sichuan Province.The time series data of 2000-2015 in Sichuan Province are used to empirically analyze the internal relationship between replacing coal by gas and electricity and green development.Thirdly,the benefits of coal substituted by gas and coal substituted by electricity are evaluated from three dimensions of eeonomy,environment and society,and then the benefits of coal substituted by gas and coal substituted by electricity are compared comprehensively by using grey relational approximation ideal point method.Finally,based on the above analysis conclusions,the policy suggestions for promoting green development in Sichuan Province are put forward from two aspects of "continuing to promote natural gas substitution" and "actively promoting electric energy substitution".As far as the existing research results are concerned,there is a lack of in-depth study on the measurement of green development level and the comparison of the benefits of coal replaced by electricity and natural gas.This paper is expected to enrich the theoretical research results in this field.On the other hand,the research of this topic has certain application value in helping Sichuan implement the concept of green de,velopment,build a clean low-carbon energy system,complete the objectives and tasks of the 13th Five-Year Plan,and accelerate the construction of Sichuan as a national clean energy demonstration province.
