In order to realize the value-added of technology value and the overall upgrading of the industrial chain,it is the key to overcome the core technology bottleneck.At this stage,although China's photovoltaic industry has achieved good results,it has made breakthroughs in many core technology fields.But its technical advantages are slightly insufficient.And there is still a big gap with international advanced technology.There is little investment in common technology research and development and basic research.Based on the actual situation,adopting a step-by-step technical breakthrough approach is appropriate.Besides,there are many participants involved in the technological breakthrough process.And the relationship is complex and changeable.The choice of the subject's innovative behavior is ultimately a consideration of interest appeal.So ultimately it is the problem of interest formation and distribution.Therefore,from the perspective of the participants,the research focus of this paper is to analyze the multi-stage strengthening mechanism contained in each stage of the hierarchical technology breakthrough and to seek the realization mechanism of multi-agent benefit balance.Firstly,the situation of China's Photovoltaic industry technology development is deeply analyzed.Throughout the overall situation,although China's photovoltaic industry has achieved good results in some areas,the output scale of some photovoltaic products ranks in the forefront of the world.It still can be found that the key technical links involving the core competitiveness of the photovoltaic industry have not yet achieved substantial breakthroughs.The R&D process is relatively slow and has little effect.There are many factors contributing to this situation,which can be analyzed from three aspects: technology research and development foundation,technology innovation model and participation of the main body.Combined with the above-mentioned realistic analysis,it can be proposed that the photovoltaic industry needs to adopt the mode of hierarchical technological breakthrough.This is a realistic foundation for the following analysis.Secondly,a differential game model of the Photovoltaic industry's hierarchical technology breakthrough is constructed,which involves several subjects.Based on this,it is proposed that the multi-agent participation in the hierarchical technological breakthrough has a multi-stage strengthening mechanism for the photovoltaic industry:the mechanism of innovation “accumulation-traction” for industrial technology,the mechanism of “symbiosis-assisting” for industrial development and the mechanism of“value added – sustained” for market value realization.Thirdly,from the perspective of the interests of the participating entities,the super-network model is constructed to analyze the interest equilibrium of multi-agent participation in the photovoltaic industry's hierarchical technological breakthrough.The numerical simulation tool is used to analyze the benefit balance of the model.Then the impact of the benefit and cost parameters on the behavioral decision and the final benefits of the participants is compared.By it the key factors that influence the subjects' action can be identified.It will be showed that the factors affecting the input intensity and participation enthusiasm of the participating entities include the innovation input cost,the product technology conversion rate,the stability of the cooperation relationship between the subjects,and the risk preference of the participating entities.Finally,on the basis of the actual development of the photovoltaic industry and the quantitative model analysis,some countermeasures are proposed to help achieve the balance of multi-agent benefits.At the perspective of optimizing industrial policies,it should improve the existing policy system and focus on the core technology breakthroughs,reform subsidy mechanisms and supporting facilities.In terms of participating in the cooperation and innovation of the main subject,it should be improved by constructing a reasonable distribution coefficient,establishing a punishment mechanism based on fairness and reliance,alleviating the financial pressure of the photovoltaic industry,establishing an innovative risk assessment and control mechanism and converting the role of the government.In the construction of multi-level application market,it can improve the market supply and demand fit,implement diversified “ PV+ ” application business models,encourage industry vertical and horizontal extension,and communicate with consumers in a timely manner.This series of measures will help the technological breakthroughs and industrial development of the photovoltaic industry.
