Research On Risk Management And Control Of Safety Audit Project Of A Power Supply Company

With the increasing demand for electricity,the security of power supply has become one of the major factor affecting the stable operation and progressive development of our society.According to the results of the safety inspection of power enterprises and power construction units carried out by China's National Energy Administration,There are still many problems in the deployment of safety production management,internal supervision,safety production force allocation and power engineering outsourcing project safety management,which affect the safe operation of the power grid.In order to effectively improve the safety production management level of power supply enterprises,it is clear that the internal audit departments should assume the role of "the third line of defense" of comprehensive risk management in the internal management of enterprises,in the implementation of the Central Enterprise Comprehensive risk Management guidelines issued by the State Administration of assets Supervision and Administration(SASAC).We should innovate the mode of safety production supervision,widen the audit field,strengthen the project risk control,carrying out the safety audit project,realizing the transformation of the internal audit work and self-value-added work,and to become the beneficial supplement of the safety production management system.A power supply company(hereinafter referred to as "A Company"),as the only power supply enterprise in X County of N City,has a significant impact on the safety of residents and enterprises within its jurisdiction.With the development of N city and the expansion of the scale of attracting investment,more and more high-tech enterprises invest and build factories in N city and its surrounding area,X county,which puts forward higher requirements for the safety production management of A company.This paper takes the risk management and control research of safety audit project of A company as the theme,aiming at the safety production management audit project of A company(hereinafter referred to as "project"),combined with the relevant theories of safety audit management,project risk control and so on.From the qualitative and quantitative point of view,this paper analyzes the main risk factors existing in the project risk management and control,and puts forward relevant suggestions for rectification and reform.First of all,by analyzing the weak links of safety production management in A company,combining with the related theories of safety production and project risk management,this paper puts forward the idea of carrying out this project,and studies the risk of safety production management in A company.This paper constructs the safety production management audit project risk index system of the enterprise.Secondly,it carries out qualitative analysis on the 9 major indicators of the safety production management risk of company A in the process of the project development.According to the audit results of the security audit team,using fishbone diagram&the analytic hierarchy process(AHP),the quantitative analysis of the project risk indicators is carried out.Through quantitative analysis,the main influencing factors,secondary influencing factors and general influencing factors are determined.Finally,according to the main and secondary influencing factors,the paper puts forward the relevant rectification suggestions,which effectively improve the feasibility and effectiveness of the project.In this paper,based on the internal and external factors of safety audit project risk management and control of the relevant views,for the efficient promotion of safety audit projects,improve the power supply enterprise safety production supervision and management system construction has a certain significance.At the same time,it also provides new research ideas and methods for the construction of safety production supervision and management system of power supply enterprises.
