With the rapid development of economy and society,the "China speed" of China’s engineering construction is getting faster and faster.As the largest owners of various large-scale engineering projects,state-owned enterprises in China are currently choosing the EPCmodel to implement general project contracting.The project managers of many state-owned owner-owned enterprises usually think in a one-sided manner that as long as the EPCproject is issued to the general contractor,the employer basically does not participate in the work and is only responsible for "taking the key".However,looking at the EPCprojects in recent years,the Mecca light rail project contracted by China Railway Construction in 2010 suffered a huge loss of 4.153 billion yuan;in 2016,the cooling tower collapsed at the Jiangxi Fengcheng Power Plant,which was contracted by the Central South Electric Power Design Institute The accident was a tragic tragedy that killed 73 people.In the previous project management research,scholars mainly focused on the perspective of EPC general contracting units.Most of the various literatures focused on the internal management practices of EPC general contracting companies,and the research on how to select and supervise EPC general contractors.There are only a handful,and there is almost no research on how to audit EPC projects as the internal audit of the owner company.In addition,because the traditional project audit mainly takes the project cost audit as the main content,and under the EPC general contract model,the project risk is more focused on the preparatory link rather than the project construction process,this inequality also brings certain Audit risk.Based on the above reasons,it is very important for the state-owned owner-owned enterprises to strengthen the management and audit of EPC projects.Compared with other engineering projects,the EPC project has a long construction period,a large investment amount,many uncertainties,and correspondingly greater risks.The state-owned economy controls the lifeline of the national economy,and it is crucial to pay attention to the investment risks of the state-owned owner-owned enterprises.Therefore,this article first sorts out the relevant theories of EPC projects and engineering project tracking audits.On this basis,it introduces the relevant concepts of risk-oriented internal audit and elaborates the application of engineering project audits.This article is based on the principal-agent theory,full life cycle theory and project management theory,mainly through the literature analysis method and case study method to study the entire process of state-owned enterprise EPC project tracking audit optimization problems.By analyzing the current audit status of the EPC project of the state-owned enterprise and combining the characteristics of the J hydropower project,the EPC project is mainly divided into five stages of decision-making,design,procurement,construction and completion according to the project life cycle theory,and the different stages of the EPC project are analyzed.Risk and audit focus,optimize the internal tracking audit process of state-owned EPC projects,with a view to providing state-owned owners with substantive suggestions for internal tracking audits when carrying out large-scale EPC projects.
