The construction project has the characteristics of long project cycle,large investment and wide influence,especially for government investment projects,which are usually related to the public interest of infrastructure projects,related to the image of the government and the interests of everyone,the issue of cost control caused a high degree of attention.In the current government investment in construction projects,the construction cost control is facing the specific problems are mainly reflected in the following aspects:First,the scale of the project is generally large and the source of funds is complex;Second,auditors lack all-round follow-up audit,imperfect supervision system and financial supervision;third,because of the large number of management subjects,there are many problems,such as multi-management,investment,duration and quality;Fourth is due to low information sharing,it brings great inconvenience to the administration of government departments and the participants.The Building Information Model(BIM)technology is a digital representation of the physical and functional characteristics of the construction project.It provides a platform and tool for the information management of the whole life cycle of the construction project.It is a model that can run through the whole process of the project.Project construction use of each link.Through the establishment of the parameter model,combined with the various stages of data,the integration of information related to the project and sharing and delivery,for the parties to provide a collaborative work platform,in improving efficiency,control costs and shorten the construction period,so that the stage more Close and other aspects of its unique role,in order to achieve the maximum value of the project,the project life cycle to provide the possibility of cost control.The emergence of BIM gives us more efficient control,not only to improve the efficiency of cost accounting,but also to achieve real-time control of the cost.Under the background of the above research,the purpose of this thesis is to study the cost management of building-led construction projects led by the government from the perspective of government public management and analyze the problem of out-of-control costs under the existing construction management model.The reasons,and accordingly,to explore the introduction of BIM technology into the cost management of government-issued construction projects,so as to achieve optimal allocation of project resources,reasonable schedule of construction schedules,real-time accurate cost data management,and then to promote the government Efficient cost control of building contracting projects can be carried out.The significance of this study is that public management theory is continuously developed along with changes in government functions and changes in social relations,and its methodological systems need to be continuously enriched to adapt to new forms of social relations and new areas of management and management issues.The emergence of management tools.The government-issued construction projects are generally related to the overall interests of the public.Therefore,under the premise of guaranteeing the quality of construction,the cost savings and the efficiency of financial funds will be improved,so that better social and economic benefits will be obtained and the public image of the government will be improved.The issues that the government management department must focus on.On the other hand,with the continuous development of science and technology,new management tools such as BIM technology continue to emerge,which provides a good opportunity for the government to improve its public affairs management capabilities.Therefore,the research work in this thesis combines traditional public management theory and cost management theory with BIM management tools to explore a new management model and management plan for government-issued contracted project cost management,for enrichment and development.The theoretical system of cost management of architectural projects and the ability to improve government management of public affairs have very important theoretical and practical significance.In terms of research content,first of all,it summarizes and analyzes the status quo of construction project cost control and BIM technology development,so as to grasp the current overall research level and development situation.Afterwards,the relevant concepts of the research were defined,including the concept of government contracted projects and the concept of BIM.At the same time,the theories of public management theory,cost management,public expenditure and public cost management were studied.Principles,as well as cost management measures.On the basis of these research efforts,taking the land reclamation project of an industrial park in Dalian as a case,the status quo of the cost control of government-invested construction contracting projects and the existing problems and causes were analyzed.Based on the case project,from the investor's management perspective,a cost control scheme based on BIM technology was designed and recommendations for improvement were put forward.In this thesis,the following conclusions are drawn from the following research:(1)The current government investment in construction project cost management work,the main problems are:low information sharing caused by the decision-making mistakes,poor project supervision caused of schedule delay problems,out of control of fund supervision results in cost over budget problems,as well as faulty management of organization caused by the low efficiency of the problem.(2)To address these realities,combining the characteristics of BIM technology,this thesis starts from the perspective of government investment management,and uses the cost control of BIM technology for the project's decision phase,design phase,contract delivery cost phase,construction phase,and completion phase.(3)In order to further improve the efficiency of the cost control of government-invested construction projects based on BIM technology,there are several aspects proposed by this thesis which are concern about the government investment management work,the cost management of the project is discussed,and some measures and suggestions are put forward from the aspects of perfecting the supervision system,mode and the management system of engineering construction.
