Engineering project schedule management is one of the key factors to the successful engineering project management.The ultimate goal of project schedule management is to complete the project within limited time and acceptable cost,conforming to quality standards.Therefore,it is a prerequisite to make reasonable project schedule and adopt effective monitoring method.In other word,the success of project management depends largely on the planning of the project schedule and the monitoring during the implementation stage..Bar chart,plan evaluation and review method,critical path method and so on are commonly used schedule planning methods.But each of them has advantages and disadvantages.The bar chart is easy to use,but it only works for small projects instead of complicated project with repeated modification.P lan evaluation and review method as well as the critical path method can work for large-scale projects.However,both methods only consider resource constraints,but ignore the behavior of human factors,leading to too much time buffer.Thus,these methods may make the project schedule poorly reflecting the actual situation.The key chain technology,a constraint-theory-based method,provides a direction to avoid these problems.Based on the features of intelligent transportation project,this essay puts forward a method of buffer size setting.The method considers the internal and external factors of project,including the factor s-task complexity,factor e-working risk elasticity,factor c-working priority.All of them are used to offset the deviation caused by the uncertainty on the project schedule.Then,the crystal ball software and monte carlo simulation method is adopted to verify the feasibility of this method.What's more,second-level earned value method is introduced to the project as well.This method,which calculates the overall project of the earned value as well as analyses the critical chain and non-critical chain earned value,is embedded into key chain monitoring.The method can help the project manager to judge the reasons of the schedule deviation more effectively and adopt measures more accurately.Finally,the essay use the intelligent transportation project in the City S as an illustration,analyzing and verifying how the project schedule and quality can be improved by applying the methods and models mentioned above.
