Evaluation And Countermeasures For The Construction Of Sponge City In Xiamen

Water is the blood of the city,and it's also the lifeblood of the city.However,with the acceleration of urbanization,there are many water crisis,such as water shortage,water pollution and frequent water logging of cities.The traditional model of urban construction obviously can not meet the requirements of harmony between urban people and nature.In exploring the sustainable development model of the city,the concept of sponge city came into being.Sponge city evaluation is the basis for measuring sponge project and guiding the construction of sponge city.And it is an important part of the theory research and construction practice of sponge city.The 30 pilot construction project of sponge cities was put forward by the Ministry of Housing and Urban-Rural Development since 2015.As one of the first pilot cities,Xiamen City has begun to take shape.Strengthening the evaluation of pilot city construction,we can give full play to the leading role of demonstration.Based on this,this paper proposes the research of evaluation on city construction project in accordance with the sponge.According to the connotation and internal construction requirements of sponge City,a scientific and reasonable evaluation index system of sponge city is established,which provides basis for construction managers to improve the construction level of sponge in Xiamen.This paper summarizes the relevant theories,research results and practical experience of sponge cities at home and abroad.It also refers to existing literature and takes the understanding of the connotation of spongy city as the starting point.Based on the PSR model,the evaluation index system of sponge city in Xiamen was established under the premise of following the principle of index establishment and the reality of Xiamen.The index system includes 3 layers: target layer,system layer and index layer,with 22 indexes.Based on the established index system,a longitudinal analysis of the construction level of sponge cities in Xiamen City was conducted from 2008 to 2015.The results show that the construction level of sponge city in Xiamen is on the rise.The construction capacity of the sponge city continued to increase rapidly,especially after 2014,and reached its highest level in 2015.In addition,the increase rate in 2014 is greater than that of previous years.At the same time,it is necessary to gradually increase the construction of the sponge and the environmental response to the construction of Xiamen Sponge City under the control of environmental pressure.Then comparing the construction level of sponge city with the other 8 cities in the province,the results show that the construction capacity of sponge city in Fuzhou and Xiamen is in the forefront of the province.Finally,the construction of spongy body is the key to the construction of sponge city,This paper puts forward some countermeasures from four aspects of building ecological sponge,elastic sponge,vitality sponge and sponge of wisdom,hoping to help improve the construction of sponge city in Xiamen.
