Electricity is the must precondition for the economy to develop.A country’s capacity of electricity consumption to a certain extent,is the ’barometer’ of its economy and industries.At present,China’s power supply is mainly supported by thermal power,hydropower,nuclear power,photovoltaic power,wind power,among which the largest share is thermal power.Thermal power is mainly relied on the resources like coal and oil,which have developed for thousands of years into the current formation.Therefore,those resources cannot be renewed andare diminishing over time.The ’green energy’represented by hydropower,solar power and wind power has increasingly become prominent,thanks to its advantages of being clean and environmentally friendly energy,as well as its nature as the inexhaustible renewables.Hydropower projects are very strict on geographical,climate and river conditions for development.Solar energy,on the other hand,obtains abundant potential capacity throughout the country,which offers a broad basis for its development.Yunnan Province has rich solar energy resources,ranking it as one of China’s solar energy-rich provinces.The Jinsha River valleyin the northwest of Yunnan enjoys sufficient sunshine.The valley’s total solar radiation is the largest across Yunnan.The large part of Yunnan has the actual annual sunshine hours of between 2100~2500hr,the average percentage of annual sunshine is between 46%to 54%.Among 129 counties in Yunnan,92 counties have the total solar radiation of 5000~6000MJ/m2a 59 counties have the total solar radiation above 5500MJ/m2.a.In Yunnan’ 12th Five-years-plan,solar energy’s strategic development aims to build the large-scale grid-connected photovoltaic power plant with a planned capacity of 1.016 million kilowatts.The photovoltaic power projects could make great contributionsto the aspects such as meeting the power demand and improving energy structure,supporting the reliability of power supply,reducing transmission losses,generating economic benefits and promoting economic development.Power engineering projects have several common features,they all require a large amount of engineering design and a large amount of capital investment,therefore,their investment safety and risk are the most concerned issues for the investors.Before the investment,investors would often go through several rounds of investigation,such as in-field research,feasibility studies,pre-project evaluation etc.During the investigation process,the importance of pre-project evaluation is quite self-evident,especially for the major projects and major decision-making for investment.It is absolutely essentialfor the investment decision-making to process scientific and reasonable pre-project assessments,using reasonable regulations combinedwith practical decision-making methods.This paper seeks to apply the fuzzy comprehensive evaluation model to the pre-evaluation of Shilin photovoltaic power project.Firstly,the paper demonstrates the background and significance of the scientific demonstration pilot project of Shilin photovoltaic power generation,and it also introduces current situation of project evaluation,research contents and ideas of this paper,as well as the brief situation of pre-evaluation of electric power project.Secondly,the paper goes deeper to analyze the characteristics,conditions and project evaluation of photovoltaic power project,and it also gives a detailed explanation of the main contents,basic principles and procedures of pre-project evaluation.Thirdly,the paper constructs the evaluation index system ofShilin photovoltaic power project from the aspects of technological,economic and social benefitS,using multi-layered analytic methodology to weight the index,and applying the fuzzy comprehensive evaluation methodology to establish model to evaluate Shilin photovoltaic power project.The research results show that,the Shilin photovoltaic power project is superior in aspects oftechnical,economic and social benefits,and its return is superior to the basic requirement of project construction,hence provides strong support for the investment decision-making.
