In recent years,more and more countries around the world have announced carbon neutrality targets and formulated stricter carbon emission reduction measures,and the development of renewable energy is rapid worldwide.China’s goals of achieving carbon peak before 2030 and carbon neutrality before 2060 reflect China’s national mission of actively participating in world environmental governance and have attracted much attention worldwide.During the 14 th Five-Year Plan period,the construction of ecological civilization has entered an important stage of focusing on carbon emission reduction,synergistic synergy in emission reduction,promoting comprehensive green transformation of economy and society,and realizing qualitative changes in the ecological environment.In China’s rural revitalization strategic plan,it is also clearly proposed to vigorously develop clean energy such as solar energy,shallow geothermal energy,biomass energy,etc.,and increase the proportion of clean energy in rural energy consumption.Photovoltaic power generation has the characteristics of clean and low-carbon,easy access to energy,and little influence by geographical distribution.Promoting the construction of photovoltaic power generation projects is an important measure to realize the supply-side reform of the energy structure,and it is an inevitable choice to promote energy conservation and emission reduction and promote the high-quality development of China’s economy.This paper organizes relevant research at home and abroad,and summarizes the basic theories of sustainable development and benefit evaluation.Fully considering the characteristics of photovoltaic power generation projects,incorporating the concept of sustainable development into the perspective,combining project practice and theoretical research,a comprehensive benefit evaluation index system including 12 secondary indicators was proposed from three aspects: economic benefits,social environment and environmental benefits.Using the AHP method to determine the weight of each index,it is concluded that among the top three indicators,two are economic indicators,indicating that economic benefits are the most important.The comprehensive benefit evaluation of the photovoltaic power generation project in LD County was carried out by using the fuzzy evaluation method,and the comprehensive benefit of the project was excellent,and the environmental benefit of the project was the best.In this paper,some new indicators are selected when constructing the social benefit system and environmental benefit system,reflecting a reflection on the development of the photovoltaic industry in the context of “ dual carbon ”.The photovoltaic benefit evaluation system including 12 secondary indicators established in this paper reflects further attention to environmental and social benefits,and has certain enlightenment and reference significance for photovoltaic benefit evaluation.Combined with the dual carbon goals,this paper enriches the comprehensive benefit evaluation indicators of photovoltaic projects from the perspective of sustainable development.According to the strategic plan of rural revitalization and the goal of “dual carbon”,the construction of the comprehensive benefit evaluation index system of photovoltaic projects expands the perspective to the impact on local residents and the impact on the local energy structurewhich is conducive to the implementation of the new development concept.The photovoltaic power generation projects selected in this paper are located in Hainan Province,and the 14 th Five-Year Plan of Hainan Province points out that during the “14th Five-Year Plan” period,Hainan Province should initially build a clean,low-carbon,safe and efficient energy system.The index system constructed in this paper also fully considers the situation of Hainan Province.The comprehensive benefit evaluation system of LD County is established by using the fuzzy hierarchical comprehensive evaluation method,and 12 representative indicators are selected from economic,social and environmental aspects to evaluate the comprehensive benefits.Twelve representative indicators are selected from three aspects of economy,society and environment to evaluate the comprehensive benefits of the photovoltaic power generation project in LD County.The calculation results show that the comprehensive benefits of the photovoltaic project are excellent.The analysis results also show that the economic benefit is the most important,but the environmental benefit is also important,which provides a reference for photovoltaic enterprises.In this paper,some new indicators are selected when building the social benefit system and environmental benefit system,reflecting a reflection on the development of photovoltaic industry under the background of “dual carbon”.The photovoltaic benefit evaluation system established in this paper,which includes 12 secondary indicators,reflects the further attention to environmental and social benefits,and has certain inspiration and reference significance for photovoltaic benefit evaluation.This article is divided into four parts.The first part includes the introduction of the first chapter and the second chapter of solar energy resources distribution and photovoltaic development status.This part mainly introduces the purpose and significance of the research,introduces the research achievements of domestic and foreign scholars,and explains the background of the project research.The second part includes the third chapter of the photovoltaic project comprehensive benefit index system construction.In this part,the economic benefits,social benefits and environmental benefits of photovoltaic power generation projects are analyzed,and a comprehensive evaluation system is established for the photovoltaic projects studied in this paper.Three first-level indexes and 12 second-level evaluation indexes are determined.The third part includes the fourth chapter comprehensive benefit evaluation case analysis of LD County 60 MW PV power generation project and the fifth chapter fuzzy comprehensive evaluation and analysis of LD County 60 MW PV power generation project.Through the analysis of the actual case,the project situation of photovoltaic power generation project in LD County is introduced in detail.According to the index system established above,the fuzzy comprehensive evaluation of the project is carried out from three first-tier indexes and 12 second-tier indexes.Part IV contains
