| Electric power industry as the most important energy industry is the foundation of the national economic development, its development is connected with not only the country's economic security, but also with People's Daily lives as well as social stability.Since the reform and opening up, China's power industry has made great progress, but with the acceleration of industrialization and urbanization, the situation of power supply shortage still exists. And, from our country national economy development and the trend of social development, for a long period of time, the growth of electricity demand will be high, and power system construction tasks are very heavy. Power transmission and transformation project usually include substation project(including substation building and installation) engineering, transmission lines(including overhead transmission line and cable transmission line engineering) and system communication engineering, etc. The power transmission and transformation projects, as one of the important parts of the power grid construction, have some peculiar characteristics, such as the high investment, the long construction period and other difficulties during the process, and are directly related to the development of the national economy and the daily life of the residents. Therefore, taking technical and economic analysis and evaluation on the construction of power transmission and transformation project, not only can clear technical feasibility and economic rationality of investment projects, maximize the comprehensive economic benefit of project investment, but also to strengthen the scientific nature of the project decision-making, to guide project investment direction correctly, control of project investment, promote the development of the electric power industry.Based on Handan Weixian West 220 kv power transmission and transformation construction project, this study has carried on the comprehensive evaluation analysis. Firstly, this paper introduces the research background and significance, deeply analyzes the research status at home and abroad in the field of project comprehensive evaluation. Then this paper elaborated the related comprehensive evaluation theory. Based on the theoretical knowledge, the paper analyzes the necessity of Weixian West 220 kv power transmission and transformation projects, and further constructes the evaluation index system from the project's technical level, the environmental factor, economic benefits and social effects. Finally, this paper takes the comprehensive evaluation for the project using the comprehensive evaluation method, and the results indicate that the project is well, which will provide a basis for the similar project's decision. |
