As the most basic material production sector, agriculture occupies a basic position in the national economy and is also a prerequisite for the development of other industries.Compared with other industries, agriculture is more dependent on the ecological environment and has a closer relationship with the ecological environment. With the economic progress, various industries are developing rapidly, the material demand is increasing, and the contradiction between economic development and resource environment is intensified. In today’s vigorous development of various industries, how to pursue "preservation of quality" while "preserving quantity" is more important today when the economic situation is unstable.Shandong Province,as a major agricultural province,is gradually restricted by the ecological environment today when resources are gradually in short supply. Therefore,in the case of limited resources,we choose to scientifically analyze the current status of agro-ecology by studying the agro-ecological efficiency calculation and key influencing factors, and at the same time point out the direction for the improvement of eco-efficiency,taking into account the economy and the environment during the development process Achieve green agriculture faster, thereby achieving healthy and stable development of agriculture. In this study,Shandong Province and 17 prefectures and cities were taken as the research objects, and the expected and undesired input-output index system was constructed from the perspectives of environment, resources and economy.Analysis of influencing factors.First of all, from the perspective of Shandong Province as a whole, the ecological efficiency is measured from the perspective of fixed and constant scale effect. The results show that although the agricultural eco-efficiency of Shandong Province has shown an upward trend from 2006 to 2018,the promotion effect of technology is not as expected. At the same time, compared with the economic efficiency measured by ordinary super-efficiency SBM,the results show that non-point source pollution and agricultural carbon emissions will indeed reduce the ecological efficiency.Secondly, the eco-efficiency of 17 cities was measured separately, and the evolution of efficiency was analyzed from the two perspectives of time and space by constructing a Markov state transition matrix. The results show that, overall, the evolution of agroecological efficiency is stable, but there is still a tendency to shift to a high-efficiency state, indicating that agro-ecological improvement is a gradual process and should follow this law in actual production. Finally, using the obtained ecological efficiency value as a restricted dependent variable,a Tobit model of Shandong Province and various regions was constructed and the factors affecting agricultural ecological efficiency were analyzed. The results show that from the overall perspective of Shandong Province, the level of mechanization, agricultural structure, and urbanization have a significant positive effect on agroecological efficiency, while the farmers’ income level has a significant negative effect.Further calculations based on the sub-regional calculation results of Ludong,Luzhong,Northwestern Shandong and Southwestern Shandong show that due to the different development conditions, the identified influencing factors vary greatly in different regions. The promotion of ecological efficiency in all regions of Shandong Province should be implemented in accordance with local conditions, and should not be implemented across the board.
