On The Responsibilities Of Various Relevant Subjects Of Ecological Environment Monitoring In My Country

As the basis of environmental governance,ecological environment monitoring is the foundation of the construction of ecological civilization.In the process of environmental protection,it has the role of preventing and improving environmental pollution.It is the key to promoting the smooth progress of environmental protection and the construction of ecological civilization.The clarification of the main body of ecological environment monitoring and its responsibilities is the prerequisite for ecological environment monitoring,and is an important issue that needs to be resolved at the moment.However,China’s current ecological environment monitoring subjects and their responsibility boundaries are still unclear.Regarding the main body of ecological environment monitoring and management,it presents a decentralized feature horizontally,which is not conducive to the construction of ecological environment monitoring in China.At the same time,some of the environmental law enforcement agencies have greater subjective judgment of administrative law enforcement power;Unclear with the scope of responsibility,the pressure of grass-roots monitoring is too large and the capacity is insufficient.With the economic development,the social development of ecological environment monitoring is also facing huge challenges: an effective management system has not been formed,the market entry threshold is low,supervision and management are insufficient,and the corresponding mechanism is not perfect.It is necessary to further meet the public’s needs for ecological environment monitoring and management.With high requirements,it will take a long time to develop ecological environment monitoring technology.The boundaries of the responsibility of the relevant subjects of ecological environment monitoring are unclear,the obligated subjects and responsibilities that impede the behavior of ecological environment monitoring are unknown,and the legal basis for the ecological monitoring related subjects to be held accountable is unclear and the legal basis is insufficient,and all need to be improved.This article proposes suggestions on the definition of the responsibility of the main body of the ecological environment monitoring in China through the analysis of the three aspects of legislation,policy,and implementation,which can be summarized as follows: First,the relationship and responsibilities of the main departments of the horizontal ecological environment monitoring management are clearly defined,and the relationship between the departments Barriers between the two;clarify the relationship and responsibilities between the vertical ecological environment monitoring and management bodies,strengthen the ecological environmental monitoring and management team at all levels,and improve relevant legislation;second,clarify the legal obligations of each ecological environment monitoring body and determine the legal Responsibilities;third,,explore the application of the ecological environment monitoring data responsibility traceability system to ensure that the ecological environment monitoring data interferes with traces and avoids any form of improper intervention to ensure the ecology Environmental monitoring work is carried out fairly and fairly.
