Research On My Country's Shale Gas Development Environmental Supervision Legal System

Shale gas is becoming more and more concerned and sought after by various countries because of its clean and efficient properties.Shale gas in large-scale exploration and exploitation will benefit China.It can not only balance the ecological environment effectively,improve the adverse effects of acid rain and haze,but also be of great significance to adjust our energy consumption structure and ensure energy security.The exploration and development of shale gas in China is short,and the legal system of environmental supervision is still in exploration.It is mainly based on the laws and regulations of traditional oil and gas environment supervision,but the current legal standards of environmental supervision are not perfect,the supervision power is scattered,and the process supervision is not enough to make the shale gas development possible.In order to realize the economic benefit of shale gas development and the minimum environmental damage caused by the development of shale gas,a complete set of legal system for monitoring shale gas development environment can provide effective guarantee for the protection of ecological environment in China,and also optimize the energy structure and promote the healthy and prosperous development of the country's economy.This paper explains the importance of shale gas development environment supervision,and points out that the environmental supervision of shale gas development should be different from the environmental supervision of the development of traditional oil and natural gas,and the current situation of the legal system of shale gas development environment supervision in China is combed and found.The legal problems exist in the legal system of shale gas development environment supervision in China after examining the legal system of shale gas development environmental supervision in the United States and the United Kingdom and getting the sound regulatory legal standards of shale gas development environment,the clear responsibility of the regulatory agency and the perfection of the regulatory process.Suggestions on improving the legal standards for shale gas environmental supervision,establishing regulatory bodies for shale gas in the Ministry of ecological environment and strengthening supervision in the whole process are put forward.
