Environmental Supervision Problems And Countermeasures Research On Shale Gas Development In Sichuan

America's shale gas revolution makes the development of shale gas become a hot trend in the global, China is ranked first around the world in terms of shale gas reserves and the amount of exploitation, the potential of shale gas development attracting the attention of the world. However, shale gas, as a clean and efficient new energy, of which development and production process still have many problems, the problems about environment supervision have been heated debates among scholars, and shale gas development in the mineral rights issues, tax subsidies, etc. constitute the important content of the shale development supervision.The article is based on the concept of scientific development, public crisis management and game theory and so on, combined with information economic, management science, sociology and other disciplines, and used EXCEL software tools based on the signal game framework model of principal-agent relationship. Then used shale gas development in Sichuan province as an example to narrate the environmental challenges which Sichuan is facing and analyze dilemma of the environmental supervision of shale gas development in Sichuan province and put forward the scientific and rational countermeasures and suggestions.This article is divided into six parts. The first part is the introduction, this part elaborate background and significance about environmental supervision of shale gas development in Sichuan research, combing research progress about shale gas development environment supervision in China and abroad, then explain research methods and technical route. The second part is about theory system research of the development of shale gas in Sichuan province environmental supervision, mainly introducing Sichuan shale gas development supervision related concepts of environmental supervision, game theory and the theoretical basis. The third part use the Sichuan shale gas development area as an example and investigate ecological status about shale gas development in Sichuan area, and then analyzing the present situation of the development of shale gas in Sichuan and environment threats, and define the environmental regulation subjects, objects, purposes and standards. The fourth part narrates current situation of Sichuan shale gas development and problems of environmental supervision, and build the incomplete information dynamic game model of environmental regulatory issues about shale gas development in Sichuan to complete and analyze the refining Bayesian equilibrium results. The fifth part is about countermeasures and suggestions of environmental supervision of Sichuan shale gas development. The last part is about research conclusions.
