Research On The Policy Coordination Of Local Governments In The Process Of Ecological Civilization Construction

Since the reform and opening up, we have a rapid speed on economy growth, a remarkable miracle; have been the second largest economies in the world. However, for the extensive way of economic growth, we also have paid a heavy price which include energy shortage, waste of resources and environment pollution and that become more and more serious. The reality forces us to search a new way on economy development. Frequent extreme weather, especially the large part of fog and haze resulted from PM2.5 problems; worsens the public’s discontent on environment deterioration and promotes our government to improve the environment and strengthen the construction of ecological civilization with an unprecedented way. The raising concerns on environmental problems prompt to reach a consensus from the whole society, and a deeper reflection on production and life styles so that to get a way to solve ecological problem easily. The ecological civilization is a new form of human civilization development. These previous civilization forms embody the claim to the nature from the human, but the ecological civilization reflects the human’s reflection, embodies the harmony between human and nature. Local government is the policy maker, as well as performer on ecological civilization building. As the local affairs manager, local government plays a leader role in it. Due to the characteristic of crossing region of ecological civilization building, it requires policy coordination which includes the coordination in a region and among regions. This paper studied the causes of dis-coordination of local governments in the process of ecological civilization construction, and combined with reality provided the feasible methods to promote coordination level.
