From the beginning of 1970s,the domestic pipeline transportation industry had been developing for more than forty years,and became an important part of big-five transportation system.As an significant link of domestic energy industry chain,pipeline transportation provided great contribution to economy and social development.Crude oil measurement,as the only method of oil quantity calculation in pipeline transportation industry,served as an effective way to monitor the pipeline and guarantee people's benefits.Among the methods of crude oil measurement,crude oil dynamic measurement,due to its reliability and accuracy,works as the first choice of the both sides.Project quality management,as an important method to enhance the organization and improve product quality,was widely applied in various industries.After the reform and opening-up,developed foreign project quality management ideas were introduced,and universities and institutions launched related courses immediately.With scientific development,many renowned enterprises adopted project quality management to manage their operations and productions,optimized the organizations,improved production efficiency and bring profits.As a result,project quality management made great contribution to national economical development.Taking M pipeline as an example.Based on project quality management,the paper researched the crude oil dynamic measurement deeply.Firstly,analyzing the development of project quality management and its application in China.Then researching the development of crude oil dynamic measurement and its current situation in domestic oil pipeline industry.Adopting the research methods in project quality management to analyze the constitutions and features of crude oil dynamic measurement system of M pipeline deeply.By analyzing the establishment and operation of project quality management system in crude oil dynamic measurement system of M pipeline system,stating how M pipeline achieved the goal of guaranteeing the economical benefits and national energy safety through using project quality management methods.
