From Technological "independence" To Technological "legislation"

Langdon Winner is a famous contemporary American Technical Philosopher and Political Scientist.His philosophy of technology widely absorbs and draws lessons from the technical critiques of Ellul,Marx,Mumford,Marcuse and other philosophers.Among them,Winner especially absorbed Ellul's idea of technological autonomy,formed the basis of his own theory.However,Winner disagreed with Ellul's view of Technological Determinism and insisted on the position of Technology Autonomy.From the perspective of Technology Autonomy,Winner cited the legislative nature of technology,thinking that technology regulates our lives and limits people's ability.As a result,Winner suggested that we should redesign the technology and control it on the basis of overcoming alienation and the legislative nature of technology on human.The biggest flash point in Winner's philosophy of technology is his insistence on the standpoint of Technology Autonomy and the elaboration of the legislative nature of technology viewpoint.Thus,he not only demonstrated the possibility of human technology liberation for us,but also pointed the feasible path of human technology liberation for us.From the autonomy of technology to the legislative nature of technology,this paper explores the theoretical approach of Winner's philosophy of technology.It is introduced in four parts:First,the technical criticism of tradition.Among them,it is found that different civilizations in different periods criticize technology for the same reason.In the modern trend of technical criticism,Winner was introduced.Secondly,Winner's idea of Technology Autonomy was interpreted.Through technology out of control and the "Master-Slave relationship paradox" elicited Technology Autonomy,through the comparison of Technology Autonomy and Technological Determinism pointing out Winner's reasons for insisting on Technology Autonomy,and thus Winner's "Technology Drift" and "Technical Somnambulism" concepts were introduced.Again,Winner's idea of the legislative nature of technology was interpreted.Through the demonstration of the infeasibility of the Technocracy,the legislative nature of the technology was introduced.It contains Technical Order,"Technical Imperative" and "Reverse Adaptation of Technology",Technical Transformation and Merger,Control of technology system to society and Influence on people life.Discuss the solution to technical problems through the legislative nature of technology.In the end,Winner's philosophy of technology is analyzed.In particular,commenting on the Flash points of "Technology Drift","Technical Somnambulism" and the legislative nature of technology.This paper seeks to explore the logical approach of Winner's philosophy on the basis of an accurate understanding of Winner's original work.By analyzing Winner's philosophy of technology,we can accurately understand the essence of technology and its impact on our lives.Therefore,it provides some inspiration and reflection for the study of China's philosophy of technology.
