Since the 1960 s and 1970 s,the rapid development of science and technology has produced many new technological phenomena.People are increasingly feeling that while technology brings benefits to people's lives. It seems that they have gradually exceeded human control. These technical problems have attracted the attention of many philosophers of technology, and Langdon Winner as the most famous modern American political scientist and philosopher of technology, focuses on the social and political issues of modern technological change to criticize and reflect on his technology.Philosophical thought has attracted widespread attention in political science, philosophy, and natural sciences.First of all,the dissertation introduces Winner's life and major works deeply analyzes the social background and theoretical origin of his thoughts,in order to better understand the historical roots of Winner's philosophy of philosophy. The previous researches of Marx and Mumford and Winner's philosophy of technology have theoretical origins. Both the theory of technological alienation and the view of organic technology provide the theoretical basis for Winner's research techniques.Winner inherited Ellul's theory of technological autonomy. And jumped out of technical determinism in the process of advancing to Ellul, beyond Ellul.Secondly, the dissertation analyzes and studies Winner's philosophy of technology from four aspects: the idea of technology autonomy, the idea of technology politics, the democratic control of technology, and the limitation path of high technology. The dissertation reveals the autonomy of the technology by studying such concepts as "technology drift","technology sleepwalking","technical order" and "reverse adaptation of technology".On the basis of the study of the relationship between technology and politics, the political nature of technology was examined from two dimensions, namely, the external political nature of technology and the inherent political nature of technology, revealing the essence of technology as a way of life.Study Winner's practice model of technological democratic control, aiming to provide a practical path for mankind to step out of technical difficulties. In addition,in the sense of modern high technology.studying the two paths of the Lutheranism of Winner's proposed technical legislation and epistemological significance to limit high technology can effectively prevent the technology from expanding its life form.Again, the paper analyzes the two aspects of Winner's philosophy of philosophical thought and supplements and sublimates it based on Ellul's theory of technological autonomy, and enriches and broadens the content and field of scientific and technological social theory.Summarizes the two aspects of the practical significance of Winner's philosophy of technology.not only strengthening the concept of environmental protection in Western countries, but also raising citizens' awareness of democratic control. Two aspects of the limitations of Winner's philosophy of technology are analyzed.Winner focuses on the autonomy of the research technology while ignoring the non-autonomy of the technology and the lack of research content on the democratic control of technology. Finally, through the analysis of Winner's philosophical ideological content, the paper explores the rational core of the theoretical value and practical significance contained in his thoughts, and combines the current technological development status in China and the actual national conditions, and discusses the technical autonomy respectively.China's technology out of control status, technical and political control of China's technology choice.the democratic control of technology on China's technical decision-making public participation and high technology constraints on China's technology assessment of the important inspiration.
