| In 2010,Jilin province was the first to put forward the guarantee loan policy of grain direct subsidy and promote its implementation in the whole province.With the rapid development of the national economy,the price of production data keeps rising,which can easily lead to the shortage of farmers' production data,resulting in the reduction of grain production and lower income.Increasing farmers' income and reducing the income gap between urban and rural areas,to speed up the pace of urbanization has always been a central theme of the party and the state,and in order to solve this problem,the state has implemented a full policy of direct subsidies in 2004,to ensure the welfare of the farmers,and on that basis,the province of Jilin has been the first to propose and promote the policy of guaranteeing loans to the country,and to increase the original funds of the farmers,to increase the farmer's profits.The direct subsidy for grain is the target of the farmers who can obtain the direct subsidy from the state.As the guarantee voucher,the loan behavior of the farmers is different from the private lending.The direct subsidy loan has the characteristics of low interest rate and long repayment period,alleviates the pressure of farmers' repayment,solves the problem of farmers' loan difficulties,and also solves the problems caused by the increase in the price of production data,which is of great significance to the promotion of farmers' income.In this paper,through the analysis of the state direct subsidy policy and the situation of the direct subsidy loan policy of Jilin province,and the analysis of the implementation plan and management system of the direct subsidy loan policy,this paper makes a brief analysis on the guarantee loan of grain direct subsidy in Jilin province,and combines the data of the field research,and proves the effect of the guarantee loan on the farmers' income by using the empirical analysis method,and draws the conclusion and comments.This paper is divided into five parts,the first chapter,the background of the thesis,the purpose and significance of the research,the research methods and the research methods of the direct subsidy policy and the direct subsidy loan policy.The second chapter.Analysis on the background,development course and effect of the direct compensation policy on the promotion of the increase of farmers' income in the national grain direct compensation policy is based on the following basis.In the third chapter,the paper analyzes the guarantee loan policy of grain direct subsidy in Jilin province,and expounds the basic situation,implementation effect and problems existing in the actual operation.The fourth chapter is the core part of the thesis.Based on the data of the field survey in various regions of Jilin province,the relationship between the guarantee loan of grain direct subsidy and the income of farmers is analyzed by using the empirical analysis method,and it proves that the guarantee loan policy of grain direct subsidy can promote the increase of farmers' income.In the fifth chapter,relevant conclusions and opinions are put forward according to the above research.It is a win-win policy for farmers and Banks to guarantee farmers' loans with direct subsidies of grain.With the rising prices of agricultural production materials,the input of agricultural production factors is increasing,and farmers' production burden is increased.The direct subsidy loan can reduce the risk of bank loans to agriculture,increase the credit quality of farmers,increase the loan path of farmers,reduce the private borrowing,and reduce the farmers' borrowing costs,and the preferential policy of interest rate reduces the burden of farmers,which reduces the effect of the long return period of agricultural production on the enthusiasm of farmers to a certain extent,increases the input of agricultural production factors,and plays an important role in increasing the enthusiasm of farmers to grow grain,increasing farmers' income and ensuring food security. |
