Study On The Impact Of The Grain Direct Subsidy To The Farmers’ Income In Gushi County

Grain as necessities of human life, is not only the foundation of human survival and development, but also a strategic material to the national economy and people’s livelihood, have the very important political and economic significance. Our country is a populous country of 1.36 billion inhabitants, the annual demand for food in one trillion jin, once the food crisis appear will be bad influence on our country’s national economy. On the one hand, in order to ensure the stability of China’s grain supply, must call to encourage farmers to actively grain. On the other hand, the low efficiency of grain production affect the farmers enthusiasm for growing grain, "who is going to grain" problem become more prominent, so want to find a way to solve the problem of peasants income. In order to solve the problem of food security and peasant income increase, the country in 2004 introduced the grain direct subsidy policy, giving direct subsidies to grain farmers.Gushi County is the population county of Henan province and major grainproducing County, study the influence of the policy of direct subsidies to grain farmers’ income has certain representative. This paper takes the grain direct subsidy theory as the foundation, uses the method of comparative analysis and empirical analysis, through the analysis of Gushi County grain direct subsidy policy influence on the income of the farmers, the main conclusion as follows:One, the implementation of the grain subsidy to promote the farmers’ income, but the effect is not obvious. Because of the grain direct subsidy policy is affected by such as rising agricultural prices of reasons in the implementation process, weakened the effect of the policy.Second, agricultural inputs and food prices all have positive effects on farmers’ income, can increase investment and raise the price of agricultural products and so on many kinds of ways to increase farmers’ income.The possible innovations: In the backdrop of the market of grain prices gradually, Factors such as agricultural property prices rise rapidly, the study of the current implementation of the policy of direct subsidies to grain producers and the relationship between grain farmers income is very few, microscopic study effect of the policy of direct subsidies to grain producers are rarely involved. Summarizing predecessors’ experience, this paper combined with the data of Gushi county, analyzes the factors that affect farmers’ income, to establish the measurement model of direct subsidies to grain producers and farmers’ income, a more comprehensive analysis of the effect of gushi county grain farmers’ income, can the direct subsidies to grain policy’s relationship with county farmers’ income at a glance.Disadvantages: only analyzes the relationship between the grain direct subsidy policy and the income of the farmers, no comprehensive analysis of seed subsidies, general subsidies for agricultural production, purchasing agricultural machinery subsidy and other preferential policies foe the impact on farmers’ income. Due to the limitation of my ability and research time, in the collection of information also need to further strengthen, the article studies and is worthy of improvement.
