The increasing development of social development, consumers' living standards and consumers on their own health and fresh quality, the requirement of fresh goods logistics distribution has been raised, which has promoted the development of cold chain logistics to a certain extent. However, although it brings economic benefits, the attendant is the harm to the social environment. Therefore, considering the reduction of carbon emissions in the process of cold chain distribution has become an urgent problem to be studied at present. At the same time, the cold chain distribution process will be affected by vehicle failure and other interference events,so that the initial scheme is no longer feasible,so need timely rescue dispatch. On the basis of explaining the theory of cold chain distribution of fresh produce, interference management and carbon emission, this paper studies fresh products as the research object in the interference situation, aims at reducing distribution costs and carbon emissions as the goal,in the distribution process of the interference events vehicle refrigeration group sudden failure as an example, this paper analyzes the six distribution costs of fresh products in cold chain distribution process, and then constructs the interference management model. Then the improved HBA is used to solve the model, and further simulation results show that comparing with other intelligent algorithms, improved HBA to solve cold chain distribution routing problem with multi-objective optimization can be in a relatively short period of time to converge to the global optimal solution, generated by system disturbance adjusting minimum scheme. Finally, combining with the example of Baoding H-supermarket,the paper optimizes the distribution route of fresh products, and the efficiency of the algorithm and the rationality of the model are verified.
