In recent years,China has made continuous exploration in the field of government performance management,and has achieved good results.Some local governments have formed a few representative models of government performance management.As a pilot unit of performance management of the State Council,the State Administration of Taxation has also explored in the aspect of performance management actively.Since 2014,the performance management has been implemented in the national taxation system.Consequently,Baiyin Municipal Office,SAT fully implements performance throughout the city,responded to the call of the Party Central Committee and the State Administration of Taxation.Through playing the role of "baton" and "curse" of performance management,Baiyin Municipal Office,SAT has improved the tax administration ability effectively,ensured the vigorous promotion of various tax reforms,and strengthened the sense of responsibility,service and efficiency of tax officials.This paper will study the performance management system of Baiyin Municipal Office,SAT.I will reveal the problems existing in the performance management of Baiyin Municipal Office,SAT,combined the actual work and relevant information.After that,I will analyze from aspects of performance culture and index system in order to put forward suggestions for improvements.The first part of the article mainly introduces the background,implementation purpose and significance of the implementation of performance management in the national tax system,as well as research ideas and methods.The second part is an introduction to the research status at home and abroad.The third part mainly elaborates the theory knowledge related to the performance management,including the performance management concept,the balanced scorecard,benchmarking management and other performance appraisal methods.At the same time,it will discuss the necessity and feasibility of implementing performance management in the national taxation department.The fourth part is the introduction of the present situation of performance management of Baiyin Municipal Office,SAT,mainly the introduction of the situation of Baiyin Municipal Office,SAT,and the current performance management system and achievements of Baiyin Municipal Office,SAT,including the organizational performance system and the digital personnel system.It focuses on the indicator composition,evaluation system and results application system of the current organizational performance of Baiyin Municipal Office,SAT.The fifth part analyzes some problems existing in the current performance management operation of Baiyin Municipal Office,SAT by combining the 2017 performance appraisal process and actual results.And it will give sufficient evidence to explain the problems raised.In the sixth part,it is to address the issue of performance management in Baiyin Municipal Office,SAT.Based on related theories and work practices of the performance management,it proposes some suggestions for improvement in order to solve problems and promote the performance management of Baiyin Municipal Office,SAT.to be healthy and sustainable.
