In the knowledge economy,the human resources and their management level should have directly influence on enterprise development speed and quality?Human resources planning,as the basis of human resource management,if it can match the enterprise development strategy and its specification operation or not,is the key factors to achieve strategic development goal?E company,there are an average of 100 open positions more per month?Four people leave successively within a year for recruitment position;For nearly two years,the growth rate of employees 1.7% is more than the sales growth rate 4.9%?The vacancy number is more than 500 people every year?Besides,only in 2015,more than 15 peoples left for the important manager position,which caught close attention of the author?The theoretical basis of this paper is from research of human resources planning and enterprise strategic management,and related articles of human resources planning problems and problem improvement?At the same time,based on the analysis of the present situation of E company human resources,this paper finds out the existing problems in human resources planning process and why they happened through interviews,questionnaire investigations,benchmarking companies comparative analysis,research of trend and SWOT analysis?We found that human resources planning in E company is out of context,the planning management be inadequate,and the implementation is not in place etc?The main reasons are the values of these human resource planning is poorly understood;lack of direction,purpose and system;lack of professionals that with abilities of human resources planning operation;and no guarantee while process etc?The main solutions are to promote company executives and senior managers paying more attention of human resource planning,understand its value;to make it clear of company developing strategy;to improve integration between human resource planning and company developing strategy;to strengthen human resources management system;to improve the supporting platform of human resource planning;to improve human resource management abilities;to establish human resource safeguard mechanism;to build the dynamic and order mode suitable for E company human resources planning?By analyzing the problems of E company human resource planning,the paper explored the countermeasures to ensure development strategic goal achievement through the implementation of the human resource planning?While conducting human resource planning in similar enterprises,we should make it clear of the function and value of human resources planning and fully realize its importance?The human resource planning should match the enterprise development strategy?We should establish a clear mechanism of human resource planning?Employ the human resource planning professionals as well as the corresponding guarantee mechanism?Then we can establish a standardized model of human resource planning?...
