Manufacturing has been the main power to promote the development of industrial economy since China put the reform and opening-up policy into effect. However, Manufacturing consumes a large amount of energy and it is crucial to the Chinese overall energy efficiency. Study on the energy efficiency variation of manufacturing industry and its influence factors can provide theoretical basis for the practice of improving Chinese overall energy efficiency. Energy efficiency Indicators including Single factor of energy efficiency and Total factor energy efficiency, such as energy intensity,total factor efficiency based on DEA model, and so on. However, Single factor of energy efficiency only considers factors of energy input, and ignores the differences between the diversity of factors of production and manufacturing. The evaluation by using total factor efficiency index is realized by horizontal comparison using the DEA model, it reflects relative efficiency and cannot reflect the longitudinal comparison of energy efficiency, which will lead to the mastery of manufacturing efficiency changes in lack of accuracy.We point out that manufacturing industry’s energy efficiency evaluation should integrated use single factor index and total factor efficiency index. Especially need to take into account of vertical and horizontal change of energy efficiency. We also put forward specific improvement method for this purpose, based on the total factor energy saving potential of energy efficiency measurement method.On the basis of theoretical research, we conduct application research on 22 manufacturing industrial in Ningbo with methods and models about single factor of energy efficiency index and total factor energy efficiency index, the results show that:(1) industries such as Papermaking and Paper Products, Food Manufacturing, Textile Industry have low energy efficiency. Manufacturing industry as a whole has great energy saving space.(2) industries such as Papermaking and Paper Products, Textile Industry, General Purpose Equipment Manufacturing, Transportation Equipment Manufacturing have large energy saving potential. They need positive surpass energy efficiency benchmarking, and improve the industry technology level. Learning from efficiency benchmarking can be applied by most Manufacturing industry.(3) Compare to structure factor, efficiency factor has larger impact on the energy efficiency of manufacturing industrial, and the efficiency factor has positive effect on energy efficiency, while the structure factor has negative effect on energy efficiency. Industrial structure and industry scale have negative impact on the energy efficiency, while degree of marketization, energy consumption structure and change of the trade structure have positive impact on the energy efficiency. In addition, the technological progress has a significant positive effect on the energy efficiency.(4) To make the application of energy efficiency evaluation index more economic and effective, Manufacturing industries need to choose suitable evaluation index of energy efficiency for themselves.
