| The Free Trade Zone (FTZ) is a common economic promotion area in the world.PRC tried to run the Duty-free Zone strategy as a kind of initial FTZ in the beginningof1990’s. And then the government started to run several kinds of limited FTZs astrial up to more than100including Export Processing Zones (EPZ), Bonded LogisticsZone (BLZ) and Free Trade Port Zone (FTPZ). They all have different levels ofcustoms policies but not as open as the real FTZ. So, the General Administration ofCustoms of PRC defined them as Boned Area. The Reform and Open of China wasindeed promoted by Boned Area. But it also has the negative affect itself.Tianjin Free Trade Zone (TJFTZ, also not the real FTZ) is the second Duty-freeZone in China which started to run in1992. It is also the one of the most historicalBonded Area in China. It had a classic development process which was developed bythe monopoly policies at first and diversified operated by Tianjin Airport EconomicArea (TAEA) when the advantages gone. It changed from a Bonded Area to aDevelopment Area. It not only a regret by the lack of innovation and breakup but alsoa short cut to fulfill the figure target.With the development of international free trade area as a background, based onChina’s special customs supervisory areas, this article introduces the developmentprogress of TJFTZ in20years, the necessity and reason of the development from thesystem point of view. The article also analyses the main problems of the TJFTZexisting at the present stage, points out the trend of consolidation between TJFTZ andTJ-FTPZ. And then it shows the future of separating administration from managementand four team solutions. |
