Since the Fifth Plenary Session of the 18 th CPC Central Committee,China has put forward five development concepts of “innovation,coordination,green,openness,and sharing”.Under the background of the new five development concepts,China's current economic development relies mainly on the development of human resources and capital.The model has changed into a development model that relies on innovation,and the economy has developed from high-speed development to medium-speed development.At this stage,economic development has new requirements for the environment,that is,the pursuit of green innovation and development,while paying attention to resource conservation and environmental protection issues while paying attention to rapid economic development.China's high-tech industry is the key to innovation and development.China's high-tech industry has the following characteristics: low energy consumption,high investment,large output,and high risk.Although China's high-tech industry has developed rapidly in recent years,compared with other developed countries,independent innovation capability is still lacking.This is mainly due to insufficient investment in innovation in high-tech industries or failure to make full use of innovation resources,resulting in insufficient innovation output.In the case of limited environmental resources and innovative resources,study how to improve the green innovation efficiency of high-tech industries,transform the economic development mode,reduce energy consumption and pollution emissions,and have a positive impact on the development of China's high-tech industries and the green sustainable development of China's economy.Significance.Through the collation and induction of the literature related to green innovation efficiency,the concept of green innovation is clarified,and the green innovation efficiency index of this paper is established.The three-stage DEA method is selected to measure the green innovation efficiency of high-tech industries.In terms of model selection,DEA-BCC model and DEA-RAM model were selected to measure the green innovation efficiency of high-tech industries in 28 provinces(excluding Tibet,Xinjiang and Qinghai)from 2006 to 2015.The DEA-RAM model was applied in practice.There are defects in the process,which is not suitable for the measurement of green innovation efficiency in high-tech industries.The DEA-BCC model is more suitable for measuring the green innovation efficiency of high-tech industries.Then,through the SFA regression model,the impact of external environmental factors on high-tech industries and green innovation efficiency is analyzed.Finally,the fixed-effects model is used to analyze the impact of green innovation efficiency on foreign direct investment(FDI)in high-tech industries,and corresponding policy recommendations are proposed.research shows:(1)Theoretical analysis shows that DEA-RAM is more suitable than DEA-BCC to measure the green innovation efficiency of high-tech industries,and the three-stage model is more realistic.(2)Empirical analysis shows that the DEA-RAM model has a large error in the calculation results,and overestimates the measured value of efficiency,which is not suitable for the measurement of green innovation efficiency in high-tech industries.(3)At the regional level,the green innovation efficiency of high-tech industries in eastern China is relatively high,and the central and western regions are relatively low.From the provincial level,the green innovation efficiency of high-tech industries in most provinces in China is not high.The green innovation efficiency of high-tech industries in Beijing,Tianjin and Guangdong has been relatively high.The countries behind the rankings are Guangxi,Hebei and Gansu.Excluding the influence of external environmental factors and random errors,the green innovation efficiency of high-tech industries in the eastern and western regions has declined,while the green innovation efficiency of high-tech industries in the central regions has improved significantly.The differences between regions are reduced,but the green innovation efficiency of high-tech industries in the eastern region is still higher than that in the central and western regions.Enhancing R&D investment and financial support can effectively reduce the redundancy of innovators,innovation capital and energy inputs,and pollution inputs,and effectively improve the efficiency of green innovation.The government's funding for high-tech industries is mainly reflected in industrial subsidies.(4)From the perspective of impact channels,green innovation efficiency mainly affects FDI through environmental control channels and innovation efficiency-inducing channels.The study found that there are large differences at the national and regional levels,of which the national level: high-tech industry green innovation efficiency is negative for FDI;eastern region: high-tech industry green innovation efficiency is positive for FDI;central and western regions: The green innovation efficiency of high-tech industries is negatively related to FDI.At the end of this paper,the policy opinions are put forward: First,we must increase the investment in innovation in high-tech industries,strengthen support for environmental protection,and form a favorable external environment.Second,consider the impact of green innovation efficiency on the difference between FDI in different regions.In the region,green innovation efficiency has a positive impact on FDI performance;in the central region,green innovation efficiency has a negative impact on FDI performance;in the western region,green innovation efficiency has a negative impact on FDI performance;third,in the context of Sino-US trade friction Further increase the production capacity of important intermediates.
