Since the reform and opening-up, China’s economy has been developing at a rapid pace and has made remarkable achievements in the world. However, while developing the economy, we ignored the huge price that the resources and environment have paid. It has become essential to concentrate on developing the green economy. The key issue of green growth is to improve the performance of resources and environment, that is, to reduce the intensity of energy use and pollutant emissions by the way of improving the efficiency of using resource. The point lies in improving the ability of green innovation. To improve the ability of green innovation, in addition to increase the investment in innovation, we cannot ignore the efficiency of regional green innovation. For China, the environmental resources and innovative resources are limited. The study is important in order to get the most output with minimum capital investment and improve the efficiency of the environment and innovation resources. And it has significance for the problem of resource scarcity and improving the regional technology innovation ability.Based on the literature review of green growth, technological innovation efficiency and the relationship between them, a three-stage DEA method proposed by Fried et al (2002) is used to measure the efficiencies of30provinces (municipalities) from2008to2011in China. Then the impact of external environment on the efficiency of technological innovation has been analyzed. Through comparing the differences between the efficiencies of different regions, we tried to explore the main reasons. Otherwise, compared with the technological innovation efficiencies of18OECD countries in2011, we can find that China, Portugal, Slovakia, Norway and Poland have similar development path through cluster analysis.The results show that after excluding the impact of environmental factors, China’s technological innovation efficiency and scale efficiency have decreased, the pure technical innovation efficiency has significantly improved. The majority of the provinces in China have increasing returns to scale, which indicates lack of input. The development of technology innovation in different areas is unbalanced. The technical innovation efficiency of the eastern region is higher; otherwise the technical innovation efficiency of the western regional is lower. Compared with OECD countries, the innovation ability and efficiency in China have much room to improve. External environmental factors have impact on technological innovation efficiencies of30provinces in China. Technology innovation environment and environmental regulation can significantly reduce the slack of the inputs. Although foreign investment has decreased R&D personnel input and R&D expenditure, it has increased the discharge of industrial waste gas.Finally, based on the research findings, some relevant policy recommendations are proposed. The object of technological innovation development should be cleared. With the development of the economy, we must attach great importance to the problem of resource conservation and environmental protection. The government can implement specific policies from the environmental, technical and economic aspects. Our country should not only increase the investment in science and technology and the support for environmental protection, but also create favorable external environment in order to increase the efficiency of technological innovation. In the meanwhile, the regional areas which have high efficiencies should play the leading role to realize the coordinated development of the whole country.
