The Research About Evaluation Of Land Use Benefit And Enhance Strategy Of Land Use Benefit In Main Grain Producing Areas

The issue of food sec urity is an im portant matter concerning the national economy and the people's livelihood,and is th e basis for maintaining social stability and promoting national development.In 2017,the total grain output of the m ain grain producing areas accounted for 78% of the na tional total,and 95% of the country' s grain production increased from the main grain producing areas.It can be seen that the main grain producing areas bear the heavy responsibility of China' s food security.At present,the m ain grain-producing areas have not em erged from the predicament of "large grain producing pr ovinces,economically weak provinces and poor provinces",this may be due to unreasonable land use.How to rationally allocate the land resources of the m ain grain pr oducing areas an d meet the coordin ated development of economy,society and ecology,and ensure food security are the problems that need to be solved now.Therefore,this requires the theory of sustainable development as the guiding ideology,guaranteeing national food security as a constraint,scientifically,accurately and objectively evaluating the land use efficiency of major grain producing area s,identifying the main factors affecting land use,and proposing corresponding Improve the strategy.After analyzing the presen t situation of land use in the main grain-producing areas,this paper,based on the theory of sustainable development,the theory o f human-land coordination,the theory of system,the theory of location and the theory of control,while satisfying the econom ic,social and ecological functions of the land in the main grain-producing areas,com bined with the sp ecial function of ensuring national food security,constructed a system of land use benefit evaluation index for the main grain-producing areas.The land us e benefit evaluation and influence factor analysis in Henan province,one of 13 m ain grain producing areas,were carried out by means of comprehensive benefit model,coordination degree m odel and obstacle degree diagnostic factor.The results of this study are these:(1)Through the analysis of the current situation of land use in the m ain grain producing areas,it is found that although the contribution rate of grain production in the main grain producing areas is lar ge,the level of social and econom ic development is very low,indicating that the land use efficiency in the m ain grain producing areas is relativ ely low.Therefore,it is necessary to evaluate th e land use benefit of the main grain producing areas.(2)During the research period,the overall utilization of grain land use in Henan Province showed an upward trend.Howeve r,in 2015,the land use ef ficiency gap between the 18 cities in Henan Province was relatively large,indicating that the land resources of Henan Province need furthe r optimization.(3)Through the analysis of obstacles,the analysis of Henan Provi nce in 2009-2016 and the various cities in Henan Province in 2015,the factors af fecting the land us e efficiency of the m ain grain producing areas are m ainly food produc tion pressure,social econom ic level,industrial structure,environmental quality and Quality of public service.(4)We should increase the intensity of investm ent in major grain producing areas,develop the "six industrialization" of agriculture in major grain producing areas,im prove the quality of public services in m ajor grain producin g areas,pay attention to ecological construction in major grain producing areas,and further strengthen policy support in major grain producing areas.
