Study On Risk Management Of County Region Smart City Construction Project

Smart city is a new path,new mode and new form for depth fusion between new generation of information technology and new urbanization strategic,improving the level of modern urban governance capabilities,realizing the sustainable development of cities.It's also the system engineering for the implementation of the national new urbanization strategy,improving people's happiness and satisfaction,promoting transformation and upgrading of urban development way.County region smart cities targeted at China's large number of small and medium-sized cities can well promote county urbanization,improve county people's livelihood and improve economic development.The county smart city construction project usually has a large investment quota.It is a complex system project involving various government departments,enterprises,institutions and ordinary citizens in the city,covering planning,investment,financing,multi-phase construction,operation,supervision and other processes.Exploratory and experimental.The core of county-level smart city construction is people-oriented.The construction model adopts the government-led,operational or government-enterprise co-construction model.Once the project is at risk,the government and enterprises will suffer losses and the social impact will be huge.Therefore,it is of great significance to analyze the risk factors that may be faced in the construction of smart city construction,to do risk disposal and response measures in advance,and to reduce the risk level.The current domestic research on county smart city construction project risks is less.,Based on the theory of project risk management,from the view of the entire life cycle of county smart city construction projects,this paper effectively identified construction project risk factors list on the basis of analyzing the feature of county region smart city construction project,analyzed and evaluated theirs impact on construction projects,formulated reasonable measures to deal with risks to provide theoretical guidance for county urban to construct smart city and to provide decision making for other enterprises taking part in county region smart city construction projects.The main content includes:analyzing the background of county smart city construction to clarify the significance of risk evaluation of county smart city construction projects;By summarizing the smart city theory,the project risk management theory,the life cycle theory of project and the regional economic theory,the category of research object and the theoretical basis of research content were clarified,laying a foundation for subsequent research;This paper analyzed the feature of county region smart city construction project,identified and determined the ultimately list of the county wisdom city construction project risk factors by using literature analysis method and Delphi method.According to the division of life cycle of county region smart city construction project,they are the concept risk,research risk,target feasibility risk,planning sustainability risk,regional coordination risk in the consulting and planning period,technological base risk,talent system risk,economic risk,social environment risk and organization and management risk in the of investment construction period,social risk,information security risk and unilateral default risk of local government in operation and maintenance period.This paper analyzed and discussed the risk of consultation planning period,investment construction period and operation maintenance period of county smart city construction project.On the basis of analyzing the risk disposal method,the risk disposal method and specific risk disposal measures were proposed in combination with the attribute characteristics of the possibility of risk occurrence in each life cycle stage and the severity of the consequences.Concept risk,planning sustainability risk,regional coordination risk,and organization and management risk are applicable to risk avoidance resolution.Research risk,target feasibility risk,technological base risk,talent system risk,economic risk,social environment risk,social risk and information security risk are applicable to the resolution of risk reduction.Unilateral default risk of local government applies to the disposition of risk retention.Based on the established CL county region smart city construction project with universal representative significance,the risk disposal measures applied in practice were verified,and the risk management measures adopted by enterprises in the construction projects of smart cities in the county were clarified to provide reference for enterprises participating in other construction projects of region smart cities.
