With China's economic development entering a new normal,the downward pressure on the economy continues to increase.Demand for livelihood projects,infrastructure construction and new urbanization gradually expanded.Under the double squeeze of the financial expenditure floor and the government debt ceiling,the PPP project has become an important model to provide the public basic products and services.It is a great opportunity for the private to pursue the best interests and try to break the bottleneck of development.However,t incorrect decision-making leads to frequent project failures.How to make a scientific decision is an important to be solved in the process of participating in the PPP by the privateThis thesis takes the project management theory as a guide and adopts the SWOT method to study the lack of effectiveness of social capital PPP project decision-making.First of all,it summarizes the failure cases of China's PPP projects and reveals the main issues in the decision-making process of PPP projects.Secondly,taking the decision-making of the PPP project of integrated management of wetlands in Oriental Landscope Company as a case,it analyzes its own advantages and disadvantages that influence its decision-making in PPP and its ability to adapt itself to the external environment.In accordance with the improved SWOT analysis method,the decision-making process was designed and case studies,PEST analysis,and Porter's five-force analysis method were used to study the factors affecting the decision-making of the participation of Eastern Gardens in wetland comprehensive management projects,including company strengths and weaknesses,opportunities and threats faced.Again,use the Delphi method,the AHP-Topsis to determine the decision strategy.This thesis prove that,it is effective to use the project management theory and the SWOT to solve the lack of effectiveness of decision-making.This paper proves that it is effective to use project management theory and SWOT method to solve the lack of validity of social capital PPP project decision-making.At the same time,the study found that the best strategy for Oriental Landscope to participate in wetland comprehensive management PPP project decision-making is the SO strategy,which is consistent with its actual decision-making,that is,seize the opportunity of the country to promote PPP projects,give full play to their technology in the comprehensive management of wetlands Advantage.In view of the characteristics of strong professionalism and periodicity of PPP projects,social capital must make decisions on its own merits and weaknesses and consider its ability to adapt to the external environment.SWOT analysis can help social capital to objectively evaluate its own strengths and weaknesses and consider its ability to adapt to the external environment,and then provide the most effective decision-making strategy,to avoid the lack of effectiveness of the decision-making caused by project failure.In the face of the fiery PPP market,social capital should locate the project in its own areas of expertise and give full play to its own professional and technical advantages and operational management capabilities.The SO growth strategy can be selected,and the national policy dividend can be grasped,which can help bring into full play the advantages of social capital in its own professional capabilities and open up the PPP market.
