According to statistics from the National Bureau of Statistics,the urbanization rate in China in 2017 was 58.52%,among which the urbanization rates of Shanghai,Beijing,and Tianjin were among the top three,which were 87.6%,86.5% and 82.9%.Respectively,showing the urbanization rate of each city in China have not reached saturation,there is room for growth.During the crucial period of economic and social transformation and upgrading,the National New Urbanization Plan(2014-2020)and the Party's Nineteenth National Congress report emphasized the simultaneous development of the “ New Four Modernizations” and adopted “urban clusters” as the building blocks.The main forms of coordinated urban development in small and medium-sized cities and small towns.Among them,informatization and new urbanization are the key parts of modernization in our country.It is not only a new requirement to explore the new way of urbanization to promote the integration of new urbanization and information technology,but also the inevitable choice of the new stage of social development.Beijing-Tianjin-Hebei urban agglomeration,as the largest and most dynamic region in northern China,plays an important role in guiding national economic development and participating in international competition.But there is a clear imbalance between regional developments.Therefore,it is of practical significance for the overall development of Beijing-Tianjin-Hebei urban agglomeration to clarify the interactive relations between "two modernizations" and their coupling and coordinated development.Different from the traditional perspective of "Beijing-Tianjin-Hebei" as the research object,this paper regarded13 cities of Beijing-Tianjin-Hebei urban agglomeration as the independent unit based on urban agglomeration research perspective.Based on the theoretical analysis of coupling development connotation and development mode of "two moderations",this paper measured the development level of informatization and new urbanization in 2006-2016 through the construction of "two moderations" development evaluation index system,analyzed theinteractive relations and coupling and coordinated development of "two moderations" on this basis,in order to provide the reference for Beijing-Tianjin-Hebei coordinated development and "two moderations" coupling and coordinated development.By measuring the development level of informatization and new urbanization of Beijing-Tianjin-Hebei urban agglomeration in 2006-2016,it was found that: The informatization and new urbanization level of Beijing-Tianjin-Hebei urban agglomeration tends to increase in time dimension.The growth trend of informatization gradually transits from low speed to high speed,while the growth of new urbanization turns to medium and high speed growth from high speed growth.The urban agglomeration went back in 2012-2013 due to the sharp decrease of environmental quality;in the spatial dimension,no matter whether it is the level of informatization development or the level of urbanization,there are obvious differences in the development of different regions.There are obvious advantages in Beijing and Tianjin.The top-four regions are Shijiazhuang,Tangshan,Langfang and Qinhuangdao.Other prefecture-level cities are relatively backward.Then,a panel vector autoregressive model was established on the basis of measuring the comprehensive development level of informatization and new urbanization.By the further analysis of interactive relations between "two moderations" with Granger Causality Analysis,Pulse Response and Variance Decomposition,it was found that: Economic development can promote the process of informatization and new urbanization.The development of information technology can not only promote economic development but also improve the level of new urbanization.The progress of new urbanization can drive the development of information to a higher degree,but the driving effect on economic development is not as great as expected.In comparison,information technology has a stronger role in promoting the new type of urbanization.Finally,by measuring the coupling and coordination between informatization and new urbanization in Beijing-Tianjin-Hebei urban agglomeration of2006-2016 with the coupling and coordinated model,it was found that: In the time dimension,the degree of coupling and coordinated development is increasing year by year.There are two stages: "slow and stable growth period of coupling and coordination degree" and "acceleratedgrowth period of coupling and coordination degree";in the spatial dimension,Beijing and Tianjin are in the excellent coordination status with better coupling and coordinated development of "two modernizations".Shijiazhuang,Tangshan,Langfang and Qinghuangdao gradually transit to the coordinated stage from unbalanced state.Cangzhou and Handan are in unbalanced state with poor coupling and coordinated development status.Overall,the scope of cities with coordinated development of "two modernizations" is expanding.The difference of coupling and coordinated development is huge in different regions.Most cities are lagging behind in informatization and individual cities suffer from the disunity between "two modernizations" coupling degree and coupling and coordinated development.In addition,the convergence test method was used to find that the difference of coupling and coordination degree of Beijing-Tianjin-Hebei urban agglomeration is decreasing gradually in recent years,which indicates that the coordinated development of Beijing-Tianjin-Hebei city group has a certain effect.
