Study On The Action Logic Of Rural Economic Elites In Industrial Poverty Alleviation

Industrial poverty alleviation is the primary strategy for the "eight projects" in the implementation of China's precision poverty alleviation policy,and is an important support for accelerating poverty alleviation and development in poor rural areas in the new era.It is an important way to achieve economic development in rural areas and the important way of rural population to acquire sustainable livelihoods.It is also an important focal point for poverty alleviation in poverty-stricken areas.Industrial poverty alleviation can revitalize the backward industrial structure and industrial development path in new areas.With the strong support of national policies,local governments have taken industrial poverty alleviation as an important approach to poverty alleviation in poverty-stricken areas,spent great efforts and energy on poverty alleviation through industry,and based on the input of industrial technology,industrial talents,and industrial development material resources for poor areas,And in the rural areas to develop the leading agricultural industry,adjust the original agricultural industrial structure,and build a new type of agricultural industry base.Due to the risks of the agricultural industry itself,the long period of agricultural planting,and the large fluctuations in the agricultural product market,as well as the limitation of the ability of the poor households to develop themselves,well-informed rural economic elites filled the “structural hole” between poor households and the market in poverty alleviation by the industry.This paper takes the industry poverty alleviation practice in X town of Qinba Mountainous Area as a case,and uses the data obtained through participation in social survey methods such as observation,interviews,and questionnaires to describe the background and development basis of X town industrial poverty alleviation.Using sociology-related theories fully explicated the selection of behaviors of the government,rural organizations,rural economic elites and poor households in the practice of industrial poverty alleviation.Based on this,it explores the logic of action of rural economic elites in the industrial poverty alleviation project and puts forward the logic of action that rural economic elites should have under the goal of improving the effectiveness of poverty alleviation.This paper believes that in the specific practice of industrial poverty alleviation,the rural economic elite adopted different behavioral strategies at various stages of project preparation and construction.These strategies are based on their rational judgments and decisions on the gains and losses of the agricultural industry.The study found that rural economic elites with dual identities of farmers and elites have the basic conditions for the development of industrial projects and have abundant human,economic,social,political capitals and abundant market experience,as well as prestige and society gained in rural communities.The status has made this group a worthy leader in industrial development,and it has also decided that they have a decisive influence on the effectiveness of industrial poverty alleviation.The poverty alleviation ideals of the rural economic elites at the time of establishment of industrial projects,the actual risks faced by the project operations,and the industrial difficulties encountered in the current industrial development have caused them to switch their behavior among other kinds of action logic such as use the industrial development power,the contradictions of fame and fortune,and actual action pressures encountered,which increased the complexity and contradiction of their actions.It is worth noting that industrial poverty alleviation is an important strategy for poverty alleviation.In the specific practice of town X,the industrial projects establishment,operation,and development are led and decided by rural economic elites.Farmers,especially poor households,are still negative and passive in industrial poverty alleviation centered on "participation".Under the premise that rural economic elites are leaders of industrial projects and responsible persons for industrial development,how to improve the sense of social responsibility and mission of rural economic elites,and how to truly integrate poor households into industrial development is the key to achieving great results of sustainable livelihoods in industry's poverty alleviation.
