Despite there was relatively fair distribution system, but also made almost all of the rural population in poverty for a long time. And since the reform and opening up, the planned economic system gradually replaced by the market economic system. The production efficiency of the whole society has improved dramatically, thereupon, the rural poverty population rapidly reduced.Currently, the Chinese government begin to stress the importance of precision for poverty alleviation. With the transition of government’s alleviation policy, China’s poverty alleviation work has to meet new challenges. The causes of poverty are diverses, but whatever reasons, poverty by the government and all kinds of social organizations has been through their own positive as to help the poor out of poverty. From the data released by the Bureau of statistics(NBS), since the reform and opening up, China’s anti-poverty achievement in rural areas is huge, and the poverty population has reduced from 250 million in 1978 to 70.17 million in 2014. At present, the rest of the poor are mainly in remote areas, these people are less able to resist poverty, based on this, in the face of new changes of poverty, we need to make a timely evaluation and assessment of the current means of poverty alleviation. Intrusive poverty alleviation is one of the main means for poverty alleviation at present, with the deepening of the precision for poverty alleviation, Intrusive poverty alleviation will play a subsequent role in poverty alleviation.Intrusive poverty alleviation is the process that those outsiders have certain interventions to poor communities, and increase poverty ownership of resources, so as to help those poor to be out of poverty. This process involves two action parts, including the intervention subjects and the intervention object. Intervention is the bond between the intervention subjects and the intervention object, and also the key factor which influence the result of poverty alleviation. In terms of poverty alleviation action itself, it can be decomposed into two variables as the tool for the analysis of the action effect, the logic of action and the efficiency of action. The logic of action refers to the congruence between the action for poverty alleviation and the behavior of the local poverty population, its impact results shows that the designed regulars for the poverty alleviation action recognized by the poor. The efficiency of action refers to the effect of every unit of alleviation, the result of the performance was the growth of the income of the poor when the funds of the poverty alleviation growth. Only if the logic of action is very strong and the efficiency of action is very well, there can be good effect on poverty alleviation.Currently, there are three main bodies of intrusive poverty alleviation in China, including the government, enterprises, social organizations, and there lots of categories between them. Poverty reduction behavior of enterprise is built on the basis of market exchange and the professional ability of the market, so the effect of the poverty alleviation of enterprises is the best. While the government can easily use its authority to influence the behavior of the poor, but its resource exchange ability is very poor, so most of the government’s intrusive poverty alleviation failed. Due to lack of large number of descriptive material of intrusive poverty alleviation, we are unable to analysis the two variables directly. While the nature of the organization will influence and even determine the characteristics of its behavior, so through the analysis of different behaviors for poverty alleviation of every subjects, the logic of action and the effect of action for intensive poverty alleviation can be proved for the process of anti-poverty practice. Although the argumentation is not so obvious, to establish a rough intrusive behavior analysis framework for poverty alleviation is enough.
