Research On The Practical Dilemma Of Rural Economic Elites Participating In Industrial Poverty Alleviation From The Perspective Of‘Field’

Industrial poverty alleviation is an crucial support technique for accelerating the pace of rural poverty alleviation and development in the new period.Methodology of industrial poverty alleviation in the long-run has not been developed yet.What are focused in this essay are the structure problems of how to develop industrial poverty alleviation.The essay also analyzes the participation in industrial practice space and the practical action of poverty alleviation which are performed by the elite of rural economy with the aid of field theory.It also points out that the main body is stuck in a "rational man" and "village folks" in the process of performing poverty alleviation.In addition,the main body also encounter the pressure of the passive participation and three risks:finance,policy and market which leads to the effect of poverty alleviation paradox,elite capture and the dilemma of collective action.Furthermore,those problems would waste and over-occupy the resources of poverty alleviation.Then,the outcome of poverty alleviation would go against the initial goal of poverty alleviation.Bourdieu’s field theory has been introduced in this essay as a basic analysis framework to analyze the capital operation and strategy selection process of actors in poverty alleviation practice.Deeper insights of why poverty alleviation goals are in the wrong track are demonstrated through the practical difficulties encountered by rural economic elites in the process of participating in industrial poverty alleviation.Studies suggest that field is the practice of the actors for the poverty alleviation resources space.Aiding the poor governance is a practical process of actors.And actors occupy different places,different capitals and relationships in the field.Poverty alleviation advantage maximization in the resource allocation of poverty alleviation is accomplished through strategic interaction which would affect the allocation of resources for poverty alleviation pattern.As for the research object of this paper,the goals of elites of rural economy are gaining interests,obtaining resources and gaining competitive advantages in the field by interacting with grass-root governments and villagers and poor householders based on their own capital in the rural field in the industrial poverty alleviation.However,due to the subjective and objective pressure from government policies,participants,other aspects and industrial development are in a dilemma.Poverty alleviation target is deviated and national poverty alleviation resources are wasted and ruined.The interests of the poor groups are deprived,and the results of poverty alleviation are of little importance.Based on the problems mentioned above,this study conducted ananalysis from the perspective of policy enlightenment thinking:basically,the central government is supposed to focus on "the needs of the poor" when the policies are made which plays a role as a whole.The central government should hand over the right of the project for the development of specific industry to grassroots governments and give full consideration to the interest spaces of the grassroots participation in the main body.At the same time central government should also pay attention to the evaluation of industry long-term benefits for poverty alleviation and supervision;The grass-roots governments should reasonably utilize its power in the distribution of poverty alleviation resources to fully mobilize the enthusiasm and initiative of rural economic elites and poor households to actively participate in industrial development.In the process of leading the industrial practice,the rural economic elites are supposed to find the interest balance between themselves and other participants.And they could establish the interest connection mechanism with the poor households which could jointly ensure the efficient realization of the industrial poverty alleviation goal.
