At present, China’s implementation of urban land is owned by the state, ruralland is owned by collectives, farmers enjoy the contract and management rights ofthe land. With the accelerating of the urbanization and the process ofindustrialization, excessive population growth and resources are suppliedinsufficient, this contradiction is constantly deepened. on the one hand, it resultsthe growing demand for land, the state also expanded the scale of rural landrequisition, which makes more and more landless peasants appeared,thegovernment abuses the power to manipulate,so it greatly impair the rightsand interests of farmers;On the other hand, due to the increase in migrant workers,as well as due to illegal land requisition,it indirectly affect the China’s foodproduction and the long-term stability of China’s rural economy. With thecontinuous deepening of the reform of China’s rural economy, the exposed landissues become increasingly prominent, of course, it exposes many problems, to someextent which also increased the need to reform.This paper makes further research on the basis of China’s agricultural landreform of property rights.First, this paper studies the classical writers of Marxismand contemporary Chinese leaders on the view of agricultural land property rightssystem reform, then listes some of the views of foreign scholars.in the part ofdomestic scholars, this paper makes further explain from five angles.Second, thearticle structure is divided into five parts. The first part introduces the evolutionaryprocess before the establishment of China and the Reform and opening up, At thesecond part, introduce the situation of the China’s agricultural land property rightssystem. The third part,write the main problems of China’s agricultural land propertyrights system;The fourth part introduces the basic features of the United States, Taiwan, and Russia’s agricultural land property rights system, and then come to therevelation of the property rights system reform of China’s agricultural land; The lastpart of the article, put forward some concrete proposals to deepen the reform ofproperty rights of China’s agricultural land.
