Analysis Of The Elements Of Countervailing Complaints Against China And Analysis Of Trade Disruption Effects

Since joined into the WTO,China has continuously strengthened to contact with other countries,and its exporting goods and exporting enterprise have been increasing.But with the increase in exports,more and more investigation has been initialed by various countries,such as anti-dumping and countervailing measures,and now China has been the main country which was initialed the most anti-subsidy and antidumping investigations.With the rise of world trade protectionism,various trade remedies have become the most powerful tools for trade protectionism.Recently,the trade war between America and China raised questions about the stability of the global economy.As the world's second largest economy and the largest developing country,China has always advocated a global concept of mutual benefit and win-win cooperation,and contact with the other countries adhering to the belief of "community of common destiny".And a growing number of countervailing investigations against Chinese products hits the enthusiasm of enterprise,affects the economic communication between China and the other countries.So the study about the trade countervailing measures is must and necessary.China's countervailing investigations have come mainly from the United States,the European Union,Australia and Canada.This paper analysis anti-subsidy cases happened in between 2004 and 2015 which was initialed by the above four countries(regions).That the subsidy policy of Chinese government giving enterprise in every production link causes the investigation.Excessive protection makes the enterprise vulnerable to be punished by the affirmative determination of countervailing investigation,especially the subsidy about preferential tax and grants.Countries using external standard expanded subsidy margin and increased the duties of the enterprise.This article mainly aims at the destructive effect on trade by empirical analysis,found the case rate and the nature of the case have a negative impact on trade,but the influence of the degree of the nature of the case is greater than the rate.Finally,according to the results of statistical analysis and empirical analysis,policy suggestions is given to the government,industry and enterprises about how to prevent and deal with countervailing.
