To maintain steady economic growth,improve the national income and people's living standards,China currently faces the historical points of the transformation from labor-intensive low-end manufacturing economy to knowledge-intensive innovative economy.R & D capabilities has become an enterprise's core competitiveness which plays a key role in keeping its leading edge under the globalization environment.Project schedule management is an important element in terms of the project management in that most of the R&D projects are strictly limited for s certain time.Only turning the research findings into the products,technology or service can the enterprise dominate the market in advance to grab the excessive profit.The goal of the project schedule management is to add value for the company.At present,the relevant theories and methods abound are mainly focusing on analysis and judgment of the interactive influences between quality,cost and progress.They are not able to comprehensively reflect the R & D projects' actual progress.First,the paper figures out the new method to reflect the actual progress of the whole R & D project.By analyzing the current project management system and find its weakness and combing the project's characteristics including the time uncertainties of it and the project activity's pause and re-launch according to the condition,the paper points out that catalogue the R & D projects based on the sub projects and management work index.Meanwhile Delphi method will be used to the distribution of the weight among the index,further the weight brought into the functional expression.Second,Earned Value Analysis based on the overall progress and Earned Value Analysis based on the expenses will be compared to illustrate the former method's advantages in judging the actual overall progress of the R & D projects as well as the better control from the project managers and investors.Third,analyze the Resource Constrained Project Scheduling Problem and review the classic project schedule management modes to discuss the feasible methods of the Particle Swarm Optimization solving the Resource Constrained Project Scheduling Problem.Last but not the least,the paper takes the Hummingbird helicopter R&D project as the example to verify the effectiveness and feasibility of the Earned Value Analysis based on the overall progress.The paper establishes the R&D project overall progress appraisal system,which will help scientifically and accurately reflect the actual overall progress of the large-scale R&D projects.It also utilizes the Earned Value Analysis based on the overall progress to assess the project's degree of advance or delay.At last,the paper discusses and solves the resource constrained project scheduling problem by way of Particle Swarm Optimization solving the Resource.It provides the new solution of evaluating,assessing and optimizing the R&D project progress for the enterprises,which is helpful to shorten the progress of R&D projects and improve the enterprises' competitiveness.
