Development And Evaluation Of Agricultural Circular Economy In The Pearl River-West River Economic Belt

Rapid economic development is often accompanied by energy and environmental problems.China's economic development is seriously affected by energy and environmental factors.Environment,energy and resources are three major problems that cannot be solved in rural areas.In the course of China's economic development,environmental and resource problems are increasingly prominent.As China has entered a new economic development pattern,the 19 th congress of the communist party of China(CPC)explicitly proposed to build a resource-saving and environment-protecting economy.The development of agricultural circular economy can effectively solve the problems of environmental deterioration,resource shortage and social and economic development.The circular economy has adopted the recyclable technology,fully transformed resources and energy,and abandoned the traditional way of economic development.The development of circular economy is an important measure for China's economy to break through the existing constraints and move towards a more long-term development.The development of agricultural circular economy can greatly reduce the waste of resources,provide the efficiency of resource utilization,and achieve efficient development while protecting the environment.This article is based on predecessors' rich,on the basis of theoretical and practical research from the concept of circular economy and agricultural circular economy and the related theory,and then to the research of domestic and foreign scholars in the related theory for guidance.Secondly,the current situation of agricultural development in Pearl river-West river economic belt is described,and the relevant measurement and analysis methods are used to calculate the situation.Finally,according to the development status of agricultural circular economy in Pearl river-West river economic belt and the related measurement results,the corresponding solutions and countermeasures are proposed.The main research results of this paper are as follows:1.Theoretical research on agricultural circular economyMainly from the circular economy theory,the circular economy evaluation theory two major studies.Research on the theory of circular economy,including: growth limit theory,ecological control theory,three production theory,ecological economics.The research on the evaluation theory of circular economy includes: the theoretical basis of the evaluation of circular economy development,the theory of circular agriculture and the theoretical basis of circular agriculture.The theoretical basis of evaluation of circular economy development includes: ecological benefit theory,waste recovery theory,material flow analysis theory,green GDP theory.The theoretical basis of circular agriculture includes: agricultural ecology,ecological industry theory.Known from the analysis of the above theory,the agricultural cycle research should be comprehensive agricultural ecology and related theoretical basis,according to the characteristics of the ecological agriculture,according to the rules of agricultural development,agricultural development mode innovation.2.Status quo and problem strategy analysis of agricultural development in Pearl river – West river economic beltThis part is mainly divided into three parts:First,the Pearl river – West river economic belt.Pearl river-west river economic belt has risen to national strategy,covering Nanning,Liuzhou,Guigang,Baise,Wuzhou,Laibin,Chongzuo and Guangzhou,Foshan,Zhaoqing,Yunfu,covering a population of more than 5000.Second,the social development level of the Pearl river – West river economic belt has improved significantly in recent years.The specific performance is: the economy grows rapidly,the GDP of each city keeps climbing to a new high;Industrial restructuring,optimization and upgrading;The income of residents has increased significantly,and people's living standards and quality have improved significantly.Third,the current situation and existing problems of agricultural economy development in Pearl river – West river economic belt.Pearl river – West river economic belt agricultural economy development present situation as follows: the agricultural economy fast development,the pearl river-the agricultural output value of the economic belt cities maintained a sustained and rapid growth for many years,people's income has been significantly increased;The structure of agricultural industry was optimized,and the agriculture,forestry,animal husbandry and fishery industries changed.Agricultural infrastructure is improving.The construction of ecological agriculture was accelerated and more cities took part in the construction of ecological agriculture.Problems in the development of agricultural economy in Pearl river-West river economic belt: the ecological environment is deteriorating day by day,mainly manifested as water pollution,soil erosion,etc.Low level of agricultural science and technology;The quality of the Labour force is low.3.Evaluation on the development of agricultural circular economy in the Pearl river economic beltBy building the pearl river,west river economic belt loop evaluation system of the agricultural economy development level,11 cities in the Pearl riverWest river economic belt in circular economy development evaluation and comprehensive ranking,through the empirical measure of Pearl river-West river economic belt of 11 cities ranking from high to low are:,Yunfu,Laibin,Guangzhou,Foshan,Guigang,Baise,Liuzhou,Wuzhou,Nanning,Chongzuo,Zhaoqing.The results show that Guangzhou-Foshan group has high-tech and economic support.Liuzhou--Laibin,with its own advantages in endowment,enjoys a good development status of agricultural circular economy.The group's position of agricultural circular economy development is second only to that of Guangzhou and Foshan.Zhaoqing-Yunfu-Wuzhou-Guigang group as a group of four cities do not have advantages in the development of agricultural circular economy,the group's overall economic strength is weak,and its own weak.Nanning – Chongzuo-Baise group development has no obvious advantages in various aspects,to improve,despite the Nanning has more advantages,but Chongzuo and Baise's economic development level is relatively low,and the agricultural circular economy development needs advanced science and technology.4.Problems and countermeasures in the development of agricultural circular economy in the belt lack effective policies to promote the development of agricultural circular economy.Most of the policies are focused on the general direction of agricultural development and have not been implemented.(4)lack of high-tech talents.The development of agricultural circular economy cannot be separated from the support of hightech talents.However,in terms of attracting talents,cities with economic belts do not do well enough.Countermeasures for developing agricultural circular economy in Pearl river – West river economic belt :(1)accelerate the innovation of agricultural science and technology level.Strengthening scientific and education support;On the other hand,establish cooperation with universities.(2)intensify publicity and cultivate awareness.To organize regular publicity
