Since 1990s,with the continuous integration of the world economy and the full liberalization of China's reform and opening up,China's rapid economic development has become the largest FDI.FDI sets of funds,technology,knowledge and other elements in one,in the region of industrial upgradin g and industrial restructuring process plays an important role in promoting.Influence of FDI on indus trial upgrading and adjustment of industrial structure,selection,and foreign enterprises industrial utiliz ation of funds,is the innovation ability,the level of human capital investment(the absorption capacit y),closely related to the business environment.Across different stages of development of the regional development plan for the Pearl River-W est River Economic Zone is China's first direct contact with the eastern and western regions of the p rovince area,at present,has become a national strategic focus area "13th Five-Year".According to th e "Pearl River-West River economic belt development plan" requirements,promote industrial upgrad ing and coordinated development is an important task.Due to historical,geographical,policy and othe r reasons,the Pearl River-West River economic belt industrial city in the evolution of non equilibri um problem is more prominent,underdeveloped city industrial upgrading slow,irrational industrial stru cture has been troubled by the authorities "illness",although in recent years the development of the r egional industry has been called collaborative speed,but there has been no obvious improvement.Thi s paper argues that the problems in the development of the regional industrial cooperation to crack,it is necessary to find the promotion of less external forces developed city industrial upgrading,increas ed by FDI,is a good choice,because the FDI inflows capital to offset effect,technology and knowle dge spillover effect,competition effect,demonstration effect.It can effectively improve the capital stock and innovation ability,make up for the disadvantage of industrial development,promote the rapid rise of the industry and optimize the structure.Therefore,the Pearl River-West River Economic Belt in underdeveloped regions to seize new opportunities in the new period,in the "13th Five-Year" key planning area as an opportunity to increase the intensit y of investment,optimize the business environment,and actively undertake industrial transfer of high-quality foreign investment,to further enhance the use of FDI scale,give full play to the role of FDI on the positive effects of industrial upgrading and structural optimization and in order to achieve cat ch-up development.In this paper,foreign direct investment and industrial upgrading and structural optimization of de velopment as a starting point,analysis of FDI funds make up effect and technology spillover effect,demonstration effect and competition effect in the Pearl River-West River economic belt industrial u pgrading and structural optimization in the process of role,and dig the key factor to promote FDI dri ve in underdeveloped city industry the development of the.The logic of this paper is as follows:first ly,the FDI industry,the upgrading of industrial structure,core concept,literature review of FDI theor y,industrial structure evolution theory and FDI driven industrial upgrading and structural optimization,to explore a scientific and effective theoretical research path.Then,combing the Pearl River-West River Economic Belt course of foreign direct investment and industrial structure development,objectiv e analysis of the region is currently in the industrial upgrading and structural optimization level and e xisting problems,and foreign direct investment in the distribution characteristics and development tren d of the region,reveals the foreign direct investment and industry development trend in the.Then,us ing empirical analysis methods,construct a panel data model and time series model,regression analys is of three industrial FDI,industrial upgrading on the effect of FDI on the impact of industrial struct ure optimization,the FDI of the two had a significant positive effect,also found that the effect is to enhance human capital investment can deepen FDI,FDI inflows will increase the capital stock and t he innovation ability,the inflow of FDI depends on the business environment.The combination of th eory and practice to improve top-level design using FDI to expand the scale,combined with the effec t of strengthening the construction of local talent team to deepen FDI and human capital,optimize th e investment environment in order to boost the FDI of innovation capability and other ways to drive the Pearl River,Xijiang Industrial Structure Optimization and overall Economic Zone collaborative dev elopment policy recommendations.
